In summary: The Prime Minister and the full government agreed to and participated in its implementation, including the creation of many detailed implementing regulations and instruments.
It is worth noting that the random citation of single words or behaviour can be misleading if we are talking about a process in which all major EU institutions (EC, RE, REU, EP) and all EU countries have participated for respective years in hundreds (thousands?) of meetings, meetings and voting.
