My erstwhile article was a proposal of a fewer changes, which could improve the functioning of Polish peculiar services, with a view to both guarding the counter-intelligence safety of Poles as well as expanding the prestige of these services in another countries.
This article may service as a diagnosis of the current situation on the basis of what can be seen in this field from ordinary, authoritative information and communications. At the same time, it is essential to show a series of events that will show the ugliness of the image in full visibility. The image is in fact highly ugly, and although I did not survey towards interior security, as a political scientist I am necessarily curious in the authorities of the state, and in my case the peculiar attention is drawn to any pathology that digs into these organs.
The Polish government late withdrew from the implementation of the alleged Surveillance Act, which was to extend the competence of Polish services (from police, to border guards, to counterintelligence) to the surveillance of citizens. In addition to previewing bank operations, our officers were to have access to net communicators, emails and text messages. If you face the truth, specified tools have long been in possession of specified services and all you gotta do is motion the head of a justice or prosecutor so that the citizen is under the watchful eye of a panopticon in which he exists, and if he gets under the skin... "Give me man, and I will find a paragraph," the classical said.
Personally, I am not outraged by this fact, due to the fact that since the beginning of the 2000s, specified surveillance has been taking place, but it is crucial to ask ourselves any questions about how the government communicates with citizens about the activity of counterintelligence, what are the real goals of its existence and what the current ruling organization did in not so ancient times. This should be done to explain where this 1 step backwards in the electronic surveillance bill came from. The answer can always be found at the minute erstwhile we discover the model according to which the Law and Justice governing these authorities of the state.
It is essential to go back to the circumstances in which the liquidation of the Military Information Services took place.. As citizens, we have witnessed, in fact, controlled leaks from the work of both committees, which, if we dig into the evidence of the officers of the time, acted very incompetently and aimed only at generating sensations for purely political purposes, i.e. for the Kaczyński organization to be strengthened in power (in the electoral campaign, it was announced that the Russian-infiltrated WSI ranks were being liquidated).
It is known that any people, thanks to these cleanings in the ranks, could advance very rapidly and feel the taste of power over people, likewise politicians who dealt with Minister Macierewicz in a cynical way, without caring for the safety of the state, which, during the liquidation and appointment of 2 fresh bodies liable for counterintelligence, sought to take power for longer. This helped them, of course, to win the elections in 2005 and to take control by breaking up this formation, which had put completely different tasks than politicians in power would have wanted it, led to complete embarrassment of the Polish state as such. no of them, however, cared about specified problems, as the seizure of power and submission to their own services, particular, political purposes and forging an army of people at their own prayer belonged to the ruthless goals of the inactive ruling organization (in fact, the alleged opposition).
Citizens are besides not explained that the intent of counterintelligence is not to show off the capture of a abroad agent. This situation is in fact a failure and a last hotel of services, as it causes abroad forces in the planet to correct their behaviour and to strengthen their own protection against infiltration, learning from the mistakes of the “catched”. Therefore, today's lamentation of how small “unuc” was captured is simply a complete aberration and aims only to intimidate Polish society. Any person, all commentator, analyst, scholar, writer or average social media user who has issued an opinion incompatible with the anti-Russian dominant propaganda line, or alternatively pro-war propaganda, is already accused of agential activity.
Many people simply want to give their opinion on current topics somewhat different from those we are attacked by government-controlled mainstream media. Thus, there is censorship of recordings, texts and even full portals to allegedly defend citizens from the delicate influence of abroad intelligence forces. Meanwhile, democratic society has the right to watch the medal from all sides. Unfortunately, neither debate nor any discussion on what an crucial subject, i.e. the legitimacy of our country's mixing into an American-Russian conflict playing (for now) in Ukraine. How rewarding even the well - conducted diplomacy can be! Meanwhile, the Polish government seems to have completely ignored this aspect of the activity of our Ministry of abroad Affairs and put all the cards on a firm drive to face Russia, and on the occasion of eliminating any form of opposition of this part of Poles who do not want to die in their war.
Also, as 1 of the best intelligence agents in the past of the 20th century utilized to say, Kim Philby ‘In a time of espionage, spies feel best. It’s okay. ” This atmosphere has been accompanied by us since EuroMajdan at least, and has intensified with the entry of Russian troops into east Ukraine. In the vanguard of this espionage there is simply a fearless spokesperson Stanislaw Żaryn, who in his "alerts" is more like an overzealous, hated in the class of a whistleblower than a serious officer, taking a serious position and working in serious tasks. It can be said that in this increasingly destitute country and the increasingly depressed society, his entries improve reasonable people's humour. However, the authorities of the state are not to be comic or stupid. They should have the ability to sift information, preserve analyses and conduct strategies for themselves, not act as a political policeman.
Despite this apparent loyalty to the organization of power, expressed with mouths, or alternatively with the fingers of Zaryn, PiS politicians are well aware that the surveillance bill in view of the uncertainty of winning the upcoming elections may prove to be a double-edged sword. They themselves are to blame for this state of affairs, for after they have broken down the erstwhile well-educated counterintelligence services and subjected them to purely political and peculiar tasks, they know that at the minute erstwhile the opposing organization wins, they themselves will fall victim to that law. We know very well how politicians love to usage both the emails and the communicators referred to in the bill.
Almost 20 years ago, there were scandals in the kind of communication utilizing average text messages between the members of the liquidation and verification commissions and the obedient publishers, in which the information appeared – most delicately speaking – classified. Compromising, humiliating and deconspiring individual officers was (today it is and will be similar) widespread and no 1 was held liable for this, although it actually threatened the safety of even Polish soldiers sent on a mission to Iraq and Afghanistan. The demolition of the services and the pathology of their activities will deepen, and withdrawal from the Act is only a form of "prince" between the results of the upcoming elections. This means nothing more than that, and that the surveillance of citizens will be, deepening it will even be tricky. It already has: do you know that closed gates on motorways do not mean that you do not gotta download applications and make tolls? Otherwise you will receive a mandate of PLN 500. Even the deficiency of a telephone with the operating strategy uploaded does not relieve you of responsibility, and the charges, including the registration of the vehicle, the time of the journey and the recognition of its section, should be made at... the selected Orlen service station. It's just a prosaic example, a small thing that doesn't apply to everyone, but it shows how the ruling people will extract from us both the leftovers of money and the data about our situation, with whom we meet, talk and what.
Unfortunately, this has nothing to do with the real tasks of the peculiar services, especially counterintelligence. I do not know if politicians know this, but the work of the committee on the liquidation of the WSI has shown a complete deficiency of competence on the part of the people sitting there, and an affluent search for results during the elections. Meanwhile, the actual tasks of the services are and will proceed to be neglected, the spokesperson Żaryn will proceed to make lists of illegal people, and the Polish society will plunge into fear and what is going on behind it – political marage. These are the real reasons for the withdrawal of the Surveillance Act and the announcement of censorship, which you will absolutely be subject to. Everything about the deficiency of competence and the hazard of Poland entering the war path, from which we will not be able to turn back quickly.
