The construction paralysis threatens Warsaw due to the freezing of investments in areas covered by the general plan for Chopin Airport. Experts inform that this could consequence in a decrease in housing availability and an increase in prices. Information about Chopin Airport's general plan, which covers 9 districts of the capital and 13 neighboring municipalities, has sparked quite a few controversy. Developers are already blurring their hands due to the fact that they anticipate to retreat from investment in these areas, leading to a simplification in housing supply and a steep increase in their prices.
Freezing investments in areas covered by the general plan is only part of the problem. Most of the land has no current local plans, which besides makes it hard to conduct fresh investments. It is besides worth considering the future of Chopin Airport itself in the context of plans to build the Central Communication Port (CPK). The closure of the Okęcie for civilian traffic in 2028 could affect the further improvement of aviation infrastructure in Poland, but the deficiency of clear decisions on this issue adds only more uncertainty.
In the face of these challenges, fast and effective action by local and central authorities is needed to prevent further structural paralysis and to limit the availability of housing to the capital's residents. Long-term planning of the improvement of the city and air infrastructure is crucial for ensuring the sustainable improvement of Warsaw and its surroundings.
