The Chancellery of the Prime Minister of the Council of Ministers (KPRM) has published the latest employment data, which uncover crucial staff changes since the election triumph of the ruling coalition. The study shows that as many as 290 people left the KPRM, which represents about a 3rd of all employees.
Employment statistics: Before and after elections
At 15 October 2023, 993 people were employed in KPRM. However, by 5 August 2024 this figure decreased to 825 people. In total, 290 employees left the Chancellery during this period, which accounts for 30% of the full employment. At the same time, 122 fresh employees were employed at the time of the study, which, however, failed to compensate for their departures, causing a decrease in the number of jobs by 168.
New departments and their impact on employment
Despite the decrease in the number of employees, the NAP has created 3 fresh departments: Preparation and Conduct of the Presidency of the Council of the European Union, elder Policy and Equal Treatment. In the recently established Department of Preparation and Conduct in the Council of the European Union, 32 people have been employed so far, even though its operation is only foreseen until the end of 2025.
In the NRPM budget for 2024, the PiS government planned 9 posts for this department, all of which were filled. In addition, 50 posts were planned from the budget reserve, of which 21 were filled.
Political and social context
Changes in employment in the NPRM may have crucial implications at both administrative and political levels. The simplification in the number of posts can be interpreted as an effort to optimise administrative costs and increase the efficiency of central offices. However, the introduction of fresh departments indicates expanding administrative needs related to EU policy, elder policy and equal treatment.
These actions can besides be seen in a political context as part of a broader strategy of the governing coalition, aimed at strengthening control of key areas of public policy and preparing for future challenges related to the leadership of Poland in the Council of the European Union.
