American-Israeli plan to transform Gaza into a luxury resort

According to Friday's "Wall Street Journal", the United States has offered possible donors a comprehensive plan to rebuild the devastated Gaza Strip and transform it into a luxurious, technologically advanced seaside resort.

The project, called “The Sunrise Project”, is expected to cost $12 billion in the first 10 years. It has been developed over the past 45 days by a squad headed by Jared Kushner, the son-in-law of U.S. president Donald Trump, and Steve Witkoff, a United States peculiar Envoy for the mediate East, reported the “Wall Street Journal”, citing American officials.

According to reports, the United States has expressed its willingness to “attach” the program by providing US$60 billion of seed capital to enable the Gaza Strip itself to finance part of the project.

The Wall Street diary obtained 32 slides from the presentation, marked “sensitive but unclassified”. They present a four-stage strategy: deburring, rebuilding infrastructure and eliminating poverty. The presentation has already been presented to representatives of wealthy Gulf states, Turkey and Egypt.

At the beginning of this year, Donald Trump publically presented the thought of rebuilding the Gaza Strip under US control to transform it into a "Riwiera of the mediate East", which would affect the permanent resettlement of the Palestinian population. The first phase includes the removal of debris, the removal of explosions and the demolition of Hamas tunnels, as well as the provision of temporary housing and medical care to residents. However, as the Wall Street diary notes, the plan does not specify precisely where Palestinians will be accommodated during the reconstruction period.

The next phase includes the construction of permanent residential buildings, public infrastructure and social institutions.

Once the main works have been completed, the construction of luxury residential complexes, which are part of the "luxuriant riviera", and the high-speed transport system, including modern railways, will begin.

One of the slides reviewed by WSJ journalists is entitled “New Rafah”. The task envisages making this city the administrative centre of the Gaza Strip. As planned, fresh Rafah will accommodate over 100,000 housing units, over 200 schools, 75 medical facilities, and about 180 mosques and cultural centers.

The next part of the plan involves transforming Gaza into a "smart city" with technology-based management and services.

By the tenth year of implementation of the project, 70% of Gaza's coastline is expected to be cashed in, and the sector will make over $55 billion in long-term investment gains.

The proposal, written in bold red fonts, demands Hamas to "disarmament and withdrawal of all weapons and tunnels" – a request the terrorist organization has rejected so far.

Both Israel and the United States insist that Hamas disarm before the Gaza reconstruction begins. Trump administration officials stated that the task could start within 2 months, provided safety conditions allow.

According to the publication, the plan met mixed opinions among U.S. officials: any uncertainty that Hamas would quit his weapon and that possible donors would be willing to fund it.

Others believe that this is the "most detailed and optimistic" plan for the future of Gaza, which has been proposed so far.

"The Trump administration will proceed to work urgently with our partners to support lasting peace and lay the foundations for the peaceful and prosperous Gaza Strip," said the White home spokesman.

According to reports, Steve Witkoff was scheduled to meet high-ranking officials from Qatar, Egypt and Turkey on Friday in Miami to discuss the second phase of the ceasefire agreement in the Gaza Strip.

According to the Wall Street Journal, all 4 countries believe that both Israel and Hamas are stalling to avoid the implementation of the second phase of the agreement, and are seeking to agree on a common strategy that will encourage both sides to take action.

In the second stage, Israel would retreat its troops from Gaza, and Hamas would temporarily take control of the Gaza Strip under temporary administrative authority, with an global stabilisation mission sent to Gaza.

Trump's administration is presently pushing for the transition to the second, most hard phase in which Hamas' disarmament remains a key obstacle.

The 3rd phase includes the reconstruction of vast Gaza areas devastated during the war, which began with the devastating Hamas invasion of confederate Israel in October 2023.
