Stanisław Michalkiewicz: How much Poland gave Ukraine and its citizens
Courtesy of 1 of the Readers, I received a government paper presenting the scale of Polish financial and material assistance for Ukraine and its citizens. The paper is sponsored by the Council for Cooperation with Ukraine, which operates at the Chancellery of the Prime Minister, and the consultants of the paper are: Mr Paweł Kowal, Mrs Bogumiła Berdychowska and Mr Daniel Szeligowski. Paweł Kowal is an authoritative of the Polish state, but 1 can get the impression that he serves Ukraine more than Poland.
Ms. Berdychowska for her contributions to Ukraine was decorated with the Order of Princess Olga, and Mr. Szeligowski dedicates himself to Ukraine at the Polish Institute of global Affairs. The paper confirms the opinion of the erstwhile regime, i.e. – for the government of the Prime Minister Jarosław Kaczyński – by the then spokesperson of the Ministry of abroad Affairs, Mr Luke Jasina – that “Poland is simply a servant of the Ukrainian people”.
Such a situation would most likely be impossible, without organized and influential Ukrainian agentry, which seemingly – in agreement with our beloved allies – sets out the political line of subsequent governments of the Republic of Poland.
The paper covers the benefits which Poland made for Ukraine in the years 2022 and 2023, so it does not say everything due to the fact that the taxation of Poland to Ukraine is continued besides in the year 2024 and this year – and it will surely not end there, especially in the light of the declaration of citizen Tusk Donald that the war in Ukraine is “our war”.
In those years, the Polish government spent PLN 106 billion in favour of Ukraine, and the value of benefits granted to Ukraine and Ukraine by Polish society is estimated at PLN 20 billion. Government benefits include military aid, which includes the costs of training Ukrainian soldiers in Poland and transportation of bronzes, equipment and ammunition.
It turns out that Poland delivered 585 armoured vehicles, 137 artillery systems and 318 tanks to Ukraine. In addition, Ukraine received 10 MI 24 helicopters, 10 MIG 29 fighters and 100 million ammunition.
Regardless of this, the cost of alleged “humanitarian” aid for Ukrainian citizens who took advantage of the chance of war to evaporate with families into the European Union and the US and Canada amounted to about 90 billion zlotys. According to the data cited in the document, only in 2022 8 million 653 1000 people arrived in Poland and 6 million 811 1000 people left. It follows that only in 2022 there were about 2 million Ukrainians left in Poland.
Of this, 1 and a half million Ukrainian citizens received PESEL numbers in Poland and “UKR status” allowing to benefit from the support of the Polish government. In 2023, the PESEL number and this position were obtained by an additional 228 1000 people. It should be noted that these figures include only people who have requested to be given a PESEL number, and so the real scale of the influx of Ukrainian citizens into Poland during this period is surely much higher.
The costs of this aid, financed by the Fund for Assistance to Ukraine, amounted to PLN 13,87 billion in 2022 and PLN 14,78 billion in 2023. To this end, the government of the Republic of Poland took out a debt at the Bank Gospodarstwa Krajowego, from which it was financed and is the aid in the following years and current year. The expenditure of another levels of administration and the expenditure of citizens providing assistance on a voluntary basis should be added to government expenditure.
For example, the cost of granting PESEL numbers amounted to PLN 26.6 million in the years in question. Collective accommodation and catering points of Ukrainian refugees cost PLN 3.55 billion during this period. Transport to accommodation costs amounted to almost PLN 50 million in the years 2022 and 2023. The cost of co-financing accommodation and board (40 PLN per person) amounted to PLN 3.94 billion during the period in question. The costs of co-financing rail transport amounted only to PLN 13 million in 2022 and almost PLN 38 million in 2023.
Compensation for the Fire Department for work for Ukrainian refugees amounted to about PLN 11.5 million in 2022 and PLN 1.3 million in 2023. These amounts do not include the cost of equipment transferred to Ukraine by the State Fire Department. The costs of wellness aid to Ukrainian citizens in 2022 amounted to PLN 514.6 million and PLN 848 million in 2023. In addition to this, the centres of blood donation and blood donation donated equipment and materials to Ukraine for PLN 859.5 million in 2022 and over PLN 4.5 million in 2023.
These amounts do not include the cost of childbirth or preventive vaccinations, whereas only the treatment of HIV patients was spent almost PLN 169 million. The cost of medicines in drug programs amounted to PLN 42.5 million in 2022, and in 2023 – already over PLN 97 million.
The costs of treatment of wounded (soldiers and civilians) from Ukraine amounted in 1 year to 1 transport by medical train (12 transports in 2022) – the cost of 1 transport – PLN 78.7 thousand; in 2023 – 1 specified transport. The paper states that the Ukrainian government later did not study specified demand.
Finally, social services. In 2022, over PLN 1 billion 737 million were paid to citizens of Ukraine under the “Family 800” programme, and PLN 445 million in 2023. As part of the “Good Start” programme, Ukrainian citizens were paid PLN 2022 44.5 million and PLN 37.3 million in 2023. As part of the programme “Family Care Capital” in 2022, PLN 97.15 million was paid to citizens of Ukraine and PLN 57.188 million in 2023.
The co-financing for the child's stay in the nursery amounted to PLN 2.477 million in 2022, and over PLN 5 million in 2023. In 2022 PLN 147,152 million were spent on household benefits, parental benefits, nursing and nursing benefits, and in 2023 PLN 242,246 million were spent. In 2022 PLN 1.591 billion was spent on the support for local governments in the field of educational assistance to Ukrainian citizens, and in 2023 PLN 2.625 billion was spent.
The information provided above does not cover expenditure on another forms of support to Ukrainian citizens, including legal aid, support to Ukrainian companies, etc., and above all, does not include losses incurred due to the necessity to finance these expenses And they bear the Polish taxpayers, on whom the shoulders of the government owned by Jarosław Kaczyński and owned by the citizen Tusk Donald passed all these costs.
