Modern global policy is increasingly operating with terms specified as "hybrid war", "non-kinetic operations" or "sowing chaos". These are not just academic concepts – they are real strategies that affect the destiny of states and societies.
This article analyses the mechanisms of utilizing chaos as an influence tool, presents its main measures and discusses possible consequences for Poland. Its aim is to outline a image in which economic, political and cultural warfare operates in parallel to – and frequently alternatively – an open armed conflict.
Strategic nonsubjective and cost-effectiveness
The fundamental presumption of chaos policy is cost rationality. The conventional conflict is costly – it requires crucial military-logistic spending and carries a hazard of escalation. In view of the existence of arsenals capable of inflicting catastrophic damage, decision-makers are inclined to scope for asymmetric methods – multi-stage, seemingly "soft" actions are frequently adequate to accomplish the objectives, but at a time scale leading to the disintegration of the state and weakening of the position of the opponent. specified a model is long-term and comparatively inexpensive – alternatively of a one-time large effort, it generates many tiny cumulative effects.
Instruments – Finance and chaos
In practice, these tools can be brought into 2 complementary categories: finance and the creation and exploitation of socio-political chaos.
- Finance: globalisation and global capital flows let for profit transfers, technology relocation and "sucking" key industrial components from the mark country. Preferential treatment of abroad operators, pressures on deregulation and marketplace saltening undermine national strategical sectors. As a result, the State loses its ability to autonomously form economical policy.
- Socio-cultural chaos: long-term media campaigns, promoting circumstantial consumer patterns and social behaviour, involving mass culture and influencers lead to changes in social standards. The consequence may be a weakening of household and social ties, a decline in public trust and the atomization of social life – peculiarly dangerous conditions in times of crisis.
- Political chaos: backing NGOs, think tanks and lobbyist campaigns, as well as supporting political factions conducive to external interests can lead to erosion of elites and state institutions. The penetration of external influence into decision-making centres makes decision-making sovereignty illusory.
Operating mechanisms – how does it work?
In practice, the actions are multi-threaded.
- The destabilisation of infrastructure: sabotage, attacks on critical infrastructure or its direct demolition lead to humanitarian and migration crises, by causing widespread discontent and social force to change authorities or policies.
- Use of migration: mass population flows can be instrumentalised to make tensions in host countries, both economically (public strategy burden) and politically (social polarisation).
- Supporting interior conflicts: training and equipping paramilitary groups, creating ‘sustaining’ conflict wounds that do not heal long, weakening the state by generating long-term safety costs.
- Disinformation and manipulation: Media campaigns and actions in digital space polarize opinions, break up social consensus and undermine assurance in institutions.
Today's conflicts show different options for this strategy: destabilising actions in Syria, unpredictable effects of the alleged arabian Springs, instrumentation of migration and hybrid interference in European countries. The conclusions of these cases propose that these methods are effective especially erstwhile the mark is not lateral – the aim is to permanently weaken the state's ability to function.
Consequences for Poland
Due to its geopolitical position, past and economical structure, Poland is peculiarly exposed to a combination of economic, migration and information pressures. The main threats are:
- economic: failure of control of strategical sectors, relocation of production, dependence on external supply chains;
- political: penetration of influence into decision-making elites, erosion of the ability to conduct independent abroad policy;
- social: social capital decline, increasing polarisation and weakening civilian ties;
- safety decline: increased costs of maintaining public order, vulnerability to manipulation and usage of crises for external interference.
Response – Building resilience
An effective countermeasure strategy must be comprehensive and long-term. The proposed pillars of resilience are:
- strengthening critical infrastructure – modernisation, redundancy of energy, telecommunications and transport systems; contingency plans and civilian defence exercises;
- economic diversification – rebuilding home production in strategical sectors, developing supply chains independent of single suppliers;
- media education – anti-disinformation programmes, raising citizens' digital competences, promoting reliable media;
- transparency and resilience of the elite – mechanisms to counter external influence penetration: transparency of funding, regulation of lobbying, strengthening the independency of institutions;
- international cooperation – active diplomacy and cooperation within alliances that rise the cost of external interference and support genuine strategical autonomy.
Conclusion
The sowing of chaos present is 1 of the useful tools of global policy – cost-effective for those who want to keep or extend influence without open armed conflict. For Poland, this means building multidimensional resilience: energy, economic, social and informational. The key is to increase the cost of interference and to strengthen interior cohesion so that external destabilisation attempts do not find susceptible ground.
Because of my interests for any time, I have devoted myself to abroad policy issues. Of course, the situation in Ukraine, Syria and the Gaza Strip is very important. There are many similarities resulting from the participation of the same participants and animators and from akin methods and techniques of combat – not only military, but besides economic, political and cultural. This brief improvement is just an introduction to reasoning about the perception of these activities by average people. Very frequently I meet with considerations: why do U.S. forces bomb hospitals, power stations, transformer stations and another infrastructure (in Syria), straight support terrorists from ISIL or neo-Banderers in Ukraine and another organizations that aim to destabilise the situation in a given country?
The most crucial origin is military cost. Methods that are equally effective and frequently cheaper, frequently funded from non-budget sources, and preferably at the expense of the opponent. That's not news. Anyone who would like to analyse this would announcement that over the course of past it is simply a permanent practice: hitting the economy and politics is at the same time hitting the enemy's army. A weak state struck by interior chaos will not effectively argue the enemy either external or internal.
I draw the following conclusions. What I described was the means to accomplish the goal. The main, overriding and basic objective, which is the sense of the existence of the US establishment, is to keep hegemony on a global scale. In order to accomplish this, measures are needed and intermediate objectives achieved. Indirect objectives are to destruct any country that may be a possible threat to the US present or in the future. specified countries include Russia, China and Germany. The list keeps changing: fresh ones come in, old ones disappear. As Henry Kissinger said, “being an enemy of the United States is dangerous but even worse to be his friend.” The U.S. has no friends, only vassals. A possible enemy is any country whose political elites would like to be on their own, but for the oligarchy of the United States. I do not compose "government" due to the fact that the president of the United States has always been and will be a puppet of a military-industrial conglomerate. Specifically, the US policy objectives are:
- making the planet open and globalised, and peculiarly American transnational corporations;
- increasing the amounts appearing in the yearly financial statements of national contractors of the Ministry of Defence, generous run sponsors of Congressional members and White home residents;
- ensuring that no fresh economical and social model is born in any country, as an alternate to the capitalist model;
- expanding political, economic, and military hegemony on the globe, preventing the emergence of any regional force protesting American domination and imposing an American order on the planet – as it were for the sole superpower (for W. Blum, “The guide to the Dark Empire”).
I replaced the target. Now it is time for resources and tools – they are primarily finance and chaos. Like everyone else, the US is guided by an economical account and cost-effectiveness in taking action to accomplish its objective. The creation of a full war is presently unprofitable due to the anticipation of a symmetrical consequence from Russia, China, India or Pakistan – an answer so destructive that there would be neither winners nor overcome, but dust, demolition and death. This oligarch of the United States does not accept. So there is another way: asymmetric and hybrid impacts, i.e. slow step-by-step obstruction, tearing off and reducing the field of manoeuvre, economic, social and cultural weakening – destroying the cohesion of human ties.
Economic chaos – introducing globalisation and leading the most valuable component beyond borders, destroying national manufacture and entrepreneurship. abroad entities, large corporations are in a privileged position. Everything native is secreted. The consequence is the failure of control over the economical improvement of its own country, dependence on the whims of global corporations and players like Soros and the IMF.
Political chaos – taking over political elites and making them humble performers of orders from external entities. In this function various centres and foundations depend on Soros, the peculiar services of abroad countries and lobbyists of global corporations are active. Let us besides not forget the function of Klaus Schwab's organization. The curious individual can see this on the example of Serbia, Moldova and even Slovakia. In turn, the demolition of the foundations of democracy – according to them, democracy is simply a situation in which they rule, not opposition. Examples of abuses in different countries can be given here; sometimes conspiracy theories about the abrupt deaths of politicians appear, but I am limited to indicating the mechanics of influence and destabilization.
Cultural and social chaos – Through films, fashion, trends in amusement and social behaviour, the current model of family, social behaviour, religion and relationships between people is destroyed. Models that weaken and break society are presented as attractive and beneficial. Catholic religion can be portrayed as something obsolete and “unmodern”. The multigenerational household is besides marginalized. In general, having children is presented as a passe. The media frequently plays 1 note and even “disgusting” pregnancy and childbirth. She's turning a female against a man. What can be the effect of this? The decline in fertility, the deficiency of a sense of bond with others, yet the tremendous vulnerability to manipulation and, as a result, the collapse of the state and the end of the nation.
The large success of specified an operation was to be Poland – an example is the attitude of any representatives of the government towards historical memory and symbolism, to which society besides frequently reacts indifference.
These 3 elements of the hybrid war consist of low efficiency in the military field of the opponent. Returning to global policy, this is the effect of exerting an influence on the society, culminating in "Magdalenka" in 1989.
The cheapest and most effective means of destabilization is training, equipping and targeting against the own society of its own citizens along with mercenaries. And it's not just about taking power and creating a fresh puppet government – although if possible, it was done, as in Ukraine and many times before in Panama, Nicaragua, El Salvador and another countries. The most crucial thing is to make a stammering wound that weakens and exhausts.
Let's decision on to the question of hospitals and power plants: government forces are someway coping with terrorist gangs, but a country fighting the enemy it itself created can be completely destabilised by destroying the infrastructure essential for life. How does society react? Escape.
The measurement to weaken and destruct Russia is to block cooperation with Europe, especially with Germany. The primary nonsubjective of the full alleged arabian Springs was to destabilise Europe, as an ally and a friend, but besides a possible rival, if she started to prosecute greater autonomy (e.g. the creation of a European army). How do we do that? It is adequate for millions of migrants from countries subject to distant revolutions to decision to the promised land – Europe. However, this plan has encountered considerable difficulties and has failed (so far). It was crucial to have the Muslim Brotherhood in power in Egypt, but the Egyptian army with the aid of Russia dealt with it. If things were different, possibly we wouldn't be here anymore. The process of war continues, but has slowed down. Russia's decisive actions dismissed the nightmare script for a time. As I say, specified a slow, hidden war is not expensive, very effective and will proceed to be applied by the US, although with varying effect.
Putin late said that Washington is creating the "Imperium Chaos". This is not a complete novelty – the US has been utilizing chaotic methods for at least 2 centuries. individual calculated that the United States did not experience lasting peace in a military sense for most of its lifetime. The scale and consistency of these actions are new. The empires of the past gained fresh territories and imposed order on them according to their own pattern – Pax Romana, the order of the Emperor of China, or certain forms of tolerance at Saladin's court. So did the ancient Persians, the Babylonians, and the Hittites. Even the German 3rd Reich had no plans to sow full planet chaos. Another example present is China, which in Africa build roads, airports, schools and hospitals – of course in exchange for benefits, but at the same time reduce the influence of conventional colonizers, causing outrage in their elites.
The ruling elites of the United States adopted a different concept: the sowing of chaos always and everywhere. all country is simply a possible enemy, even allies and vassals cannot feel safe or think about independency towards oligarchs from the US. The simplest way is to instigate antagonisms – as is besides seen in Poland, for example, in creating secessionist sentiments in Silesia or in tensions connected with the presence of the Ukrainian community, which any people present as claims. another players, including Germany, besides appear here.
Chaos as a way of conducting policy has worked in Libya, Korea (the historical context can be clarified here), Chile or – now – Afghanistan, where there is simply a long, multigenerational mess. From the point of view of the average state, a strategical and tactical defeat was incurred there, but from the point of view of chaos explanation the intended effect was achieved. Let us not delude ourselves, it will proceed and it will besides be applied in another countries. In Syria, this method has had disastrous effects – the state has been broken down and divided between Turkish, American, Russian and another actors' spheres of influence; Assad fled partially towards Russia. Ukraine from the "hot boiler" has turned into a "lazy boiling kettle" for now – as if it is under control, but the situation on the front is constantly changing. British, German and French besides have their interests – frequently at the expense of us Poles. delight note that many possibly beneficial projects for Poland have been torpedoed: we have lost profits from Jamaica and the relationship pipeline, and the planned way by Belarus and Poland to Germany has not been carried out as expected (remembering the activities of Prime Minister Tusk and the border blockade).
In any case, we Poles have many reasons to care, due to the fact that our top threat is not the country indicated in government propaganda, but allies and partners we frequently trust. Agreements signed by Washington did not always have lasting value – this was experienced by Indians, Spaniards, Mexicans and many nations in more than 200 conflicts that active the "Imperium Chaos" after planet War II. Agreements made by Washington are worth little than the paper on which they were written, as evidenced by events related to Turkey, Iran or North Korea. The intent of the families in the United States is to keep hegemony; they will not hesitate from anything, they will sacrifice everything and all.
Can we counteract this? That's a full different subject. Remember, however, that all glory passes away, and all emerging empire carries a grain of destruction. The glory of the United States was built on violence, looting and immigrants – paradoxically, present this can contribute to the collapse of the US as a state.
