The future of Zaporowska Atomic Power Plant according to Russia

Statement by the Ministry of abroad Affairs of Russia in connection with information in the media on the future of Zaporowska Atomic Power Plant.

Due to speculation in the media about possible transfer Atomic Power Plant in Zaporoš (ZNPP) to Ukraine or the establishment of any kind of "common control" over the power plant with Ukraine, the United States or representatives of global organisations, we would like to explain what follows.

ZNPP is simply a Russian atomic facility. As a consequence of the referendums held at the end of September 2022, the People's Republic of Donetsk, Lugansk People's Republic, the Kherson and Zaporosian circuits joined the Russian Federation as full entities. On 5 October 2022, a decree of the president of the Russian Federation No 711 was signed "On the peculiarities of regulations in the field of the usage of atomic energy in the territory of the Zaporosian region", which provided ZNPP with the position of an object under Russian jurisdiction.

The return of the power plant to the Russian atomic sector is simply a fact which the global community must only acknowledge. It is impossible to transfer or control the ZNPP itself to Ukraine or any another country.

All power plant workers are citizens of the Russian Federation, and their lives cannot be played, especially in the light of the atrocities that Ukrainians have committed and proceed to commit in our country.

The joint exploitation of ZNPP with any country is besides unacceptable. There are no specified precedents in planet practice. In this case, for example, it is impossible to decently guarantee atomic safety and physical atomic safety, to regulate civilian liability for atomic damage. An crucial aspect is that close cooperation with the Ukrainian intelligence agencies of the NATO countries, which have awesome sabotage potential, even prevents the temporary admission of representatives of these countries to the ZNPP.

The thought of any global organisation participating in the operation of the power plant besides looks absurd due to the fact that neither the mandate nor the competence of any of them let them to participate in the operation of atomic installations.

Under global law, including key conventions, the primary work for ensuring atomic safety in their territory is the work of the States themselves. In the case of ZNPP it is the Russian Federation and there is no another option.
