President Elekt Karol Nawrocki received an authoritative certificate from the State Election Commission (PKW), confirming his election as head of state. The ceremony at the Royal Castle in Warsaw was not only formal, but besides symbolic, highlighting the unity of the nation and the importance of democratic elections.

The ceremony brought together a number of crucial guests, including president Elek's wife, Deputy Prime Minister Władysław Kosiniak-Kamysz, Deputy Marshals of the Sejm – Piotr Zgorzelski and Krzysztof Bosak, typical of the Chancellery of president Piotr Ćwik and president of the Law and Justice Office Jarosław Kaczyński.
PKW President, justice Sylwester Marciniak, presented Nawrock with a paper highlighting the importance of this moment:
“Today’s celebration is not only formal but besides profoundly symbolic. The presentation of a resolution to state the results of the election of the president of Poland is the culmination of a democratic process in which citizens, in accordance with the letter of the Constitution, expressed their will, in an act of free and universal elections".
Nawrocks thank voters and talk about unity
The President-elect thanked everyone who took part in the election, regardless of who they voted for:
"I thank you for your vote, you have done your work to Poland and you are ready to co-create our democracy".
Nawrocki besides referred to the historical importance of the Royal Castle:
"The Royal Castle in Warsaw is simply a place that is not only a symbol of history, but has suffered and destruction, and a teardrop of the Republic of Poland. present we can say with joy that we are in our common, free and independent Poland – which has been through so much and has so much to do in the future".

The election winner assured that he would represent all citizens:
"I besides wanted to address those voters who made a different choice during the last presidential election. I will besides be your president, I will be the president of 1 Poland. I will carry out all the duties of the head of state, I will take care of your safety as Head of Armed Forces”.
Nawrocki besides called for unity and rejection of divisions:
"Hate cannot be an alternate to failed governments, it cannot be an alternate to political dispute in the Polish parliament and the lives of many social groups. At our tables, among our families”.
certificates are not the end of the process
Although Karol Nawrocki received a certificate from PKW confirming his triumph in the presidential election, he is not formally the head of state yet. The final decision on the validity of elections and swearing in must be taken by the National Assembly by 6 August. However, in the current legal situation, this is not so certain.
PKW certificate is only the first step
Although the ceremony at the Royal Castle was symbolic, according to the Constitution only The National Assembly can yet consider the elections crucial and swear. Until then, Nawrocki remains only President-elect.
Legal Doubts: judgement of the Illegal Extraordinary Control Chamber
The key issue is that the validity of the elections is to be assessed by the Chamber of Extraordinary Control and Public Affairs of the ultimate Court (IKNiSP). Problem is, This Chamber is not considered a final court by the EU Court of Justice, the European Court of Human Rights and the Polish ultimate Court itself as legal judges.
Decisions undermining the legality of IKNiSP:
- Judgment of the Court of Justice of 21 December 2023. (Case C-718/21) – stating that IKNiSP does not meet the standards of an independent court.
- ECHR ruling on Dolińska-Ficek and Ozimek v Poland – confirming that those convicted by this home were not entitled to a fair trial.
- SN Resolution 23 January 2020 (I NOZP 1/20) – in which the ultimate Court considered that IKNiSP was not an independent court.
If so IKNiSP will consider elections important, that decision may be challenged as being issued by body without legal legitimacy.
What if the National Assembly doesn't curse Nawrocki?
Where The National Assembly will not approve the elections (e.g. due to defective IKNiSP ruling), Karol Nawrocki will not take office. Then, according to the Constitution, Speaker of the Sejm Simon Holovnia will take over the duties of head of state and appoint fresh elections within 60 days.
Minister Bodnar: ‘IKNiSP ruling will be void’
Justice Minister Adam Bodnar has already stated in an interview with TVP Info that giving a ruling by the lying Control Chamber may rise considerable legal doubts.
