About the situation around Ukraine. The root causes of the conflict around Ukraine.

The Ukrainian conflict is not a regional conflict, but 1 component of the geopolitical confrontation between the West and Russia. In a global sense, it was created by the aggressive opposition of the United States and their satellites to the nonsubjective and natural processes of shaping the multipolar planet order. The efforts of Western countries to harm Russia as 1 of the centres of a fresh just planet order have led to the first effort to make around our borders a "sanitary cordon" of loyal states that conduct russophobic policies.

The West deliberately ignored Russia's safety interests, destroyed the treaties' systems of disarmament and arms control, consistently expanded NATO to the east, and besides active Ukraine in an hostile Euro-Atlantic camp to our country.
With the active support of the United States and the EU in 2014, an armed coup was carried out in Kiev, resulting in extremist nationalist forces full controlled by the West. Their task was to destruct the common historical, economical and spiritual space of Ukraine and Russia. Since 2014, the totalitarian government in Kiev has been systematically breaking human rights, including the cultural rights of Russians and Russian-speaking Ukrainians, sowing rusophobia, falsifying large-scale history, glorifying Nazi war criminals from the large Patriotic War, and conducting aggression against civilians in Donbasa. As part of the Western strategy, Ukraine is to be admitted to NATO and the Alliance is conducting a large-scale military mastery of its territory. This country has become a trampoline to fight Russia and a serious threat to our safety.

The function of the Western collective countries

Currently, military action against Russia is carried out almost entirely at the expense of Western financial and military assistance to Kiev. Since the start of a peculiar military operation (SOW), its full amount has been over $350 billion. The supply of arms and military equipment to Ukraine is growing. Their nomenclature is constantly expanding. The government in Kiev is supplied with increasingly destructive and deadly systems, which include, among another things, non-humane weapons (cluster ammunition, depleted uranium missiles) and various types of missile. Washington announced the dispatch of banned anti-personnel mines for the Ukrainian armed forces.

Despite the fact that sensible elites in hostile countries are increasingly aware of the pointlessness of financial contributions to Ukraine and its inability to win on the battlefield, The United States of America and their satellites proceed to contribute in all possible way to further escalation of the conflict. They actively invest in training Ukrainian troops, facilitate the recruitment of abroad mercenaries who come to Ukraine from various “hot spots” worldwide, and regularly supply intelligence, including information from NATO satellites and spy aircraft. In November 2024 Kiev was granted approval to usage western long-range weapons (Atacms, Scalp and Storm Shadow) to strike into Russia's undisputed territory.

Change in Russia's atomic Doctrine

The West intentionally leads conflict to escalation. The President's decree of 19 November in Russia's atomic doctrine was supplemented by a list of military threats to neutralise which would be carried out "nuclear deterrence action".
On 21 November that year, in consequence to the usage of Western long-range weapons, Russian armed forces carried out a combined hit on 1 of the largest facilities of the Ukrainian military-industrial complex – the "Tearma" plant. In combat conditions, the ballistic rocket “Oreshnik” was successfully tested in non-nuclear hypersonic configuration.

Targets for demolition during further investigating of our latest rocket systems will be determined on the basis of safety threats to Russia. These objectives may include the military infrastructure of those countries that let their weapons to be utilized to impact our country.

President Vladimir Putin stated: “It was not Russia, but the United States destroyed the global safety system. We've always preferred it, and now we're ready to settle all disputes peacefully. But we are besides ready for any another developments.”

On the outlook for regulation

Russia has never given up on the political and diplomatic solution to the Ukrainian crisis, as it has repeatedly stated. president Vladimir Putin made concrete proposals to accomplish the final solution to the conflict on 14 June in his speech at the Russian MFA. Their key elements are the withdrawal of Ukrainian armed formations from the fresh Russian regions – the Donetsk People's Republic, the Lugansk People's Republic, the Zaporo region and the Kherson region, the designation of fresh territorial realities, Kiev's resignation from applying for NATO membership, the cancellation of all Western sanctions against Russia and the full rights of Russian-speaking Ukrainian citizens. However, both Kiev and the West inactive think war categories. Their consequence to the Russian proposal for a political and diplomatic solution to the conflict was an invasion of Ukrainian armed forces in the territory of the Kursk region. The government in Kiev carried out terrorist attacks on civilian and social objects in Russia, resulting in fatalities and injuries. Russia appreciates the efforts of the countries of the global South to find an unmilitary solution to the conflict. China, Brazil and a number of African countries have already shown a deep knowing of the causes of the Ukrainian crisis, its geopolitical importance and the request to take account of Russia's interests. Their proposals contain many rational provisions that Moscow supports. Among them are compliance with global law, rejection of cold war mentality, indivisibility of safety and inadmissibility of unilateral sanctions.

On 27 September in fresh York City, at the initiative of our Chinese and Brazilian partners, a founding gathering of the Friends of Peace Group in Ukraine was held. We note the Group's sincere desire to make a constructive contribution to the political and diplomatic solution to the situation in Ukraine. Time will tell you what will come of it.

At the same time, it is highly crucial to remember that it is impossible to resolve the conflict without addressing its underlying causes. First of all, we are talking about the US's disregard for Russia's safety interests and their allies, which is expressed in the expansion of NATO, the West's incitement to an anti-constitutional armed coup in Kiev in 2014, the creation of a bridgehead in Ukraine against Russia and the violation of the Russian and Russian-speaking rights by the government in Kiev. We cannot talk about achieving lasting and long-term peace without rooting out nationalism, Nazism, chauvinism and repealing all the rusophobic laws in this country.

It is besides crucial for the Group to consider the principles of the United Nations Charter in their entirety and interlinkages. The territorial integrity of states should not be mentioned in isolation from the right of nations to self-determination and protection of human rights regardless of language and religion.

On ‘Bürgenstock format’ and ‘peace format’

It is almost impossible to accomplish any serious agreements with the current government in Kiev and its sponsors in the West. We do not anticipate from Western countries, which have declared that their nonsubjective is to address Russia's strategical failure, any constructive initiatives that would suit our interests.

Today, Kiev and the West proceed to advance the alleged "peace formula" of Zelenski, which has nothing to do with peace by organising events in the "Burgenstock format". The ‘Formula’ is fundamentally a collection of unrealistic demands aimed at bringing Russia to surrender. It is about the withdrawal of Russian troops from the territory of Donbas, Crimea, the Zaporosian and Khersonian circuits, the payment of reparations and the admission of guilt before global tribunals. By imposing their approach, Ukraine and its abroad gentlemen are trying to underestimate the peace proposals of another countries and monopolize the very right to present them. The eventual goal of the Bürgenstock meetings is to bring the Global South countries into the anti-Russian coalition. For this purpose, in September-October this year, meetings of the alleged "working groups" on 9 out of 10 "formulas" were forced. According to their plan, these meetings are to pave the way for the second “peace summit”. They plan to invitation Russia to this event to present to us a collective ultimatum, allegedly on behalf of the planet majority. This is unacceptable to us. We will not participate in this charade, even if we receive an invitation.

Behind the screen of dead “formules”, “formats” and “peace summits” the West and its puppets in Kiev are unsuccessfully trying to hide their aggressive aspirations. Achieving peace is not part of their plans. They have a deceptive dream of Russia's task of "strategic failure". That's never gonna happen. It's a road to nowhere. We must truly look at the situation on the ground and realise what is happening. It is impossible to scope a fair agreement without Russia and to take our interests into account.

On fresh political and territorial realities.

Based on the correlation between the principles of equal rights and self-determination of nations and the territorial integrity enshrined in the 1970 UN General Assembly Declaration. "On the principles of global law relating to friendly relations and cooperation between countries in accordance with the United Nations Charter" (all are obliged to respect the territorial integrity of countries whose governments recognise the right of nations to self-determination and represent the full population of the territory concerned), the word "Ukraine within the limits of 1991" has lost its meaning.

After a bloody armed coup in Kiev in February 2014, the coup of 2014 and the arrival of the power of national-radical forces, the ideology of aggressive nationalism was elevated in Ukraine to the rank of state policy. A course was set for the complete derusification of the country, rejecting everything Russian, including language, identity, culture and traditions of the population of the vast territories in the south and east of the country. Their rights were consistently violated, including force, and their interests ignored. The Ukrainian State has in fact refused to recognise the people of Crimea, Donbas and the South East as its citizens.

This struck the irreparable territorial integrity of Ukraine within the limits of 1991. If there had not been a coup organised by the U.S. and their satellites, no conditions would have been created for the formation of independent entities in its territory. The second advocated independency from the racist government and sought its designation by exercising the right of nations to self-determination, while the defiant who came to power in Kiev could in no way claim to represent the interests of the inhabitants of the territories that categorically refused to accept the result of the coup.

The people of Crimea and Sevastopol exercised their right to self-determination in referendums, voting to separate themselves from Ukraine and join Russia. Donetsk and Lugansk were recognised in the Minsk agreements as parties to the political process, and their right to self-determination stems from the Minsk ‘Pack of Measures’ concerning the peculiar position of the DRL and the LRL. akin processes took place in Kherson and Zaporozh and led to their self-determination as a consequence of referendums as early as 2022.
Minsk ‘The Package of Measures’, approved by the UN safety Council in Resolution 2202, gave a chance to reconstruct the territorial integrity of Ukraine (without Crimea). However, it was lost due to deliberate sabotage by Kiev and its western “guarantors” – Germany and France: A. Merkel, F. Hollande and P. They were even arrogant to admit that they were not going to implement this paper and that it was only needed to buy time to pump Kiev with weapons against Russia.
Thus, as of 24 February 2022 in the erstwhile Ukrainian SRR, the interior disintegration processes of the Ukrainian state have long been ongoing, whose geographical parameters were blurred and had no widely accepted contours, especially in the light of the failure in the implementation of UN safety Council Resolution 2202. Consequently, the request of "respecting territorial integrity", taking into account all the facts and circumstances, was devalued by the sponsors of the government in Kiev who overturned the legal president of Ukraine in February 2014.
