Why are drivers strictly controlled and officials liable for the state of the roads left unpunished? Could the introduction of penalties for the failure of infrastructure improve safety on Polish roads?

Polish roads frequently match a way of obstacles: holes, collapsed wells, railways, while rail vehicles derail on damaged tracks.
