Compromise. A summary of the work of the Russian Influence Commission is... 1.5 pages of publications

On Tuesday, 13 August, the results of its work to date were shared with the public by the Committee on investigation of Russian and Belarusian Influences in Poland. Since June, the committee's study on its findings has exhausted on... little than 2 pages of A4. The short paper was missing any details.

Since June, erstwhile a squad of "11 independent experts" under the leadership of the counterintelligence chief General Jarosław Stożyk has already held 24 meetings. The work of the body cost taxpayers, Sławomir Cenckiewicz said, about PLN 200 thousand.

However, seemingly the Commission has not established anything significant. In a summary of the team's work published on 13 August, we will not find information about any key actions, but just a fistful of general conclusions, recalling the team's objectives and ensuring the importance of its work:

"The establishment of the Commission for the survey of Russian and Belarusian Influences is simply a fresh component in the State safety Architecture. Examining the influence exerted by the Russian Federation and the Republic of Belarus in Poland over the last 20 years is an highly complex task and in practice the functioning of public administration so far unprecedented", provides a 1.5-sided document.

During the last 2 months, "a breakdown into 3 stages applicable for the Russian Federation and the Republic of Belarus' Cognitive War has been made: from 2004 to 2014, i.e. before the spread of social networks; from 2014 to 2022, i.e. the period of the hybrid war in Ukraine and the turning/heavy points then occurring, in peculiar since November 2021, erstwhile the Polish authorities were informed of the plan of aggression against Ukraine, until the outbreak of the war until 24 February 2022; from 2022 to 2024, i.e. the period of full-scale Russia's aggression against Ukraine with political and territorial support from Belarus", we learn from the publication of the Commission.

"The current 24 meetings of the Commission and individual teams have identified problems including: reorganization of the institutions of the state liable for security, omissions and delays in programs of modernization of the Polish Armed Forces, activity of the Polish abroad Service, strategy solutions, including legal and personnel, disinformation", reads further.

In total, the results of these works are only laconic statements and low-discovery recommendations. Experts estimate, for example, that, allegedly, in 2016-2023, "the power strategy consisted of defective selection of personnel in areas governed by the state and creation of corruption conditions. The same problems concern all institutions and services in Poland, including: troops, police, peculiar services, public media, courts and prosecutors." They besides urge "the enforcement of laws prohibiting the promotion of the Russian Assault War in Ukraine and the usage and promotion of symbols or names supporting the Russian Federation's aggression into Ukraine".

The Commission considers it advisable to "examine the impact on State defence of decisions to suspend/relief arms contacts in 2016-2018, including the supply of helicopters and the air refuelling strategy (MRTT) and the acquisition of satellite communications".
