According to information from the Local Government Portal, the Regulation of the Minister of Education concerning the framework teaching plans in public schools may enter into force in May. Minister Barbara Nowacka held consultations on the draft regulation on the teaching framework plans by 2 May. However, due to the deficiency of trade union approval in the proposed means of eliminating the subject of past and the Present, consultations are likely to be extended.

The Minister's task assumes, in addition to introducing compulsory first-aid teaching, the resignation from the implementation of the subject "History and Present" in general schools, techniques and industrial schools (including LO for adults conducting fixed and absent classes) from the school year 2024/2025. Instead, a fresh subject on civic education is to be introduced, implemented from school year 2025/2026, no earlier than class II.

The trade unionists believe that these solutions and a reduced number of students starting school in secondary schools in school year 2024/2025 will consequence in the dismissal of any of the teachers of the subject "History and the Present".

According to the Ministry of Education's ‘Regulatory Impact Assessment’ document, this change will affect around 4615 LO teachers, 3155 technicians' teachers and 1786 teachers in manufacture schools. Together with teachers working in adult schools, this figure is nearly 10,000 people.

It was noted that the change in the subject substance of HiT would consequence in:

– the termination of temporary teacher contracts without the anticipation of continuing employment;

– termination of the employment relation with teachers employed on the basis of contracts for an indefinite period and the request to pay a check-in (3 months or 6 months – for a appointed teacher) or to stay inactive for 6 months;

– limiting teachers' employment to a maximum of half the compulsory employment dimension;

– complementing employment in another school to a maximum of half the compulsory employment dimension.

The Association of Polish Teachers submitted a letter to the Ministry of National Education, in which he noted that the planned liquidation of the subject "History and Present" (HiT), which presently occupies 2 lessons in the first classes, would consequence in a deficiency of this subject and civic education in the school year 2024/2025. This in turn will importantly affect the professional situation of teachers.

It was besides stressed that the draft regulation was to be signed in June and entered into force on 1 September 2024. However, the word of the service movement at the school is 31 May, which means that until then, the teacher must be informed of a possible simplification in the word of office or even of termination of the contract.
