SICILY- A Sicilian student faces charges for a $200K (€180,000) scam involving fake boarding passes to exploit flight discounts offered by Sicily’s government.

Sicily offers air travel subsidies to prevent isolation and ensure accessibility to the Italian mainland.

The program allows discounts of 25% to 67% on flights between the island and major cities such as Rome and Milan.

For most residents, the maximum reimbursement is €75 per journey, while those with low incomes or disabilities can claim up to €150.

When booking through national carriers such as ITA Airways (AZ) or Aeroitalia, discounts apply automatically at checkout.

However, passengers flying with other major airlines like Ryanair (FR) must submit their boarding passes via a designated government portal to receive their refund.

In 2024 alone, the program cost Italian taxpayers €33 million. Designed for convenience and accessibility, the system’s ease of use also left it vulnerable to exploitation.

According to PYOK, the accused student manipulated the system by generating counterfeit boarding passes using photo editing tools.

Over a period of 9 months, he submitted more than 2,600 forged documents through the government portal, nearly 900 of them in October 2024 alone.

Records suggest that on some days, the student claimed to be on three flights within 24 hours. Authorities reported that out of all the documents submitted, only three were authentic.

Before officials detected the fraud, the government had already wired him €86,000 in refunds.

Following the discovery, Italy’s financial police intervened, charging the student with misappropriation of public funds and money laundering. Most of the funds have since been recovered.
