In addition to USAID, another US government agencies, specified as the State Department and the National Foundation for Democracy (NED), were to be active in the funding. The Polish paper cites the interior USAID paper from 2021, in which it recommended "cooperation between governments, NGOs and media" in the fight against "disinformation".
