I don't know what ISIS had in head for attacking a performance hall in Russia. Yes, Russia has been actively fighting ISIS in Syria since 2015, so ISIS might want revenge, but why didn't the assassination take place just now? Alternatively, how much money did Russia give ISIS for admitting to the assassination (his organization)?
Note, however, what CNN says:
At the beginning of this month, the U.S. embassy in Russia stated that "it monitors reports that extremists have close plans to mark large gatherings in Moscow", including concerts. The embassy warned U.S. citizens to avoid large gatherings.
In a Tuesday speech addressed to the Russian national safety Agency Putin called embassy warnings on possible terrorist attacks in Moscow "provokative", stating that "these actions match open blackmail and the intention to intimidate and destabilise our society".

“Newly elected” president of the Russian Federation Vladimir Putin rapidly began to claim that the assassination was carried out by Ukrainian authorities in Kiev, terrorists. How could he know that if the perpetrators ran distant after the assassination with a white Renault car? He will most likely usage the case to yet resolve the Ukrainian issue.
Such an assassination, from a sick point of view, is an excellent gift for Putin, to begin his 5th term, to appear as the “father of the nation” who by forces of the full motivated society forces the Russian army and threatens Ukraine, which attacked Russia on February 24, 2022, like this proverbial black man from a communist gag who dared to be a victim of a white imperialist. There is only 1 “but”.
Surely the aim of the assassination is for average Russians to fear what their state and power is doing. If the information that the Russian government ignored the informing of Americans about a possible assassination in a large facility, Russian decision-makers would become accomplices.
Putin himself will surely be charged with the assassination, and the information that he at least ignored the warnings will scope the Russians themselves. The run that Putin ignored the warnings will be justified due to the fact that the message:
“monitoring reports that extremists have imminent plans to mark large gatherings in Moscow” on the U.S. Embassy website in Moscow appeared on 7 March: ]]>https://ru.usembassy.gov/security-alert-avoid-large-gatherings-over-the-...]]>
US embassy message in Moscow:
Location: Moscow, Russia
The Embassy is constantly monitoring reports that extremists shortly have plans to mark large gatherings in Moscow, including concerts, so US citizens should be advised to avoid large gatherings in the next 48 hours.
Actions to be taken:
Avoid crowds.

On March 19, Putin's U.S. embassy message called blackmail, the goal of which was to destabilize and intimidate the Russians. But he made a large mistake.
Thus, informing information is crucial to show the guilt of Putin himself, whose negligence led to tragedy. The average Russians gotta find out. The same must be remembered by the individual of Litwinenka and what he said about the bombings of cagiebists on housing blocks in Russia in 1999 before the Second Chechen War.
It is up to efficient propaganda that the Russians learn about the U.S. embassy's message and that the Putin vote is not worth it.
.. But knowing life, the Russians won't get anywhere. It's a different category of people.
