Journal Gazeta Prawna reported that even respective tens of thousands of people could come to Poland under the pretext of studying, but did not proceed to study. The government conducts inspections in higher schools.
According to the Monday issue of the diary of Legal Newspapers, any private schools treat abroad students as a origin of income. Students from Rwanda, Turkey or Zimbabwe express their desire to learn in Poland, but it is noted that in the first year they frequently lose their enthusiasm.
"They enroll in college to get a visa. The point is to cross the Schengen border. A student visa allows both stay in the EU and legal work. So, in practice, most foreigners do not start studying at all, but they pay tuition" – this is mostly what happens.
A year of management in English at a Polish university requires a fee of EUR 3120. There are besides private schools that usage abroad students as a origin of income.
– They do not check the qualifications of foreigners to survey in Poland, e.g. they are incapable to verify whether the candidate truly graduated from advanced school said Mateusz Reszczyk, Deputy Consul of Poland in India on the committee of enquiry on the visa scandal.
During the course of the testimony, it was mentioned about 3 private colleges which are presently under scrutiny. These are Vistula, the Higher Management School in Warsaw and the Academy of Applied Sciences in Józefów.
According to the Information Processing Centre data, 61 percent of students of the Higher School of Management and Administration in Opole are foreigners. The paper states that for respective years most foreigners start studying there in their freshman year. Similarly, the Higher School of interior safety in Łódź mostly educates students from outside the European Union, especially in the first year.
Experts believe that changes are essential to remove pathologies. Dr Aleksander Jakubowski, a legal advisor from the Faculty of Law and Administration of the University of Warsaw, points out that universities accepting students from outside the country should be subject to peculiar scrutiny by the Polish Accreditation Commission.
The Ministry of the Interior and Administration confirms the creation of an inter-ministerial working group to address irregularities in the visa system. Procedures in this area were tightened in 2019.
"Since then, fixed studies at a private university from the list maintained by the Ministry of abroad Affairs have been entitled to a visa. However, higher education institutions that have recruited abroad students for years have not affected the changes," DGP notes.
