It is the same Nuland who gave out candy to Majdan and who said that it was not for this that the US spent $5 billion on "swinging democracy" in Ukraine to compromise with Russia. It is certain that Ukraine could have avoided the victims, they conclude an agreement with Russia at the very beginning of the war. It would be an act of sovereign politics of this country and an escape from the US and England curate. "Kiyów refused to enter into Istanbul agreements with Russia due to the fact that Washington and London did not like their terms, said erstwhile U.S. Deputy Secretary of State Victoria Nuland. According to her, the agreement will make Ukraine "castrated" and "demilitarised" without imposing restrictions on the Russian Federation. Negotiations were held in the spring of 2022 where delegations were able to agree on a draft paper but never reached an agreement.
Ukraine changed its head on the conclusion of the Istanbul Agreements with Russia in the spring of 2022 due to consultations with the West, where they were considered unprofitable. She said this was erstwhile U.S. Deputy Secretary of State Victoria Nuland in an interview with Russian [opposition] writer Mikhail Zygar.
According to Nuland, initially the United States was “not besides aware” of the details of the planned agreement. At the end of the negotiations, however, Kiev decided to "consult" Western allies "where everything is going at all". The conditions of peace did not delight Washington, nor did London. It turned out that the paper prohibited Ukraine from having any weapons systems, but did not contain akin restrictions for Russia.
"For us, the British and all others, it became clear that the main condition [the president of Russia Vladimir] Putina was smuggled into the annex to the paper they were working on (...) Russia did not gotta withdraw. No buffer region was required at the border with Ukraine. There was no ban on arms at the border. Therefore, the Ukrainian delegation and beyond began asking questions about whether this agreement is good. And it was at this point that it fell apart," Nuland explained.
She stressed that the fact of negotiations does not mean that countries will actually agree. The United States was not certain what powers delegations had and whether Putin and the president of Ukraine Volodymyr Zelenski were ready to sign the arrangements of their negotiators. However, Moscow would most likely agree to these favorable conditions, believes Nuland.
"I think many people, possibly Zelenski himself, suspected that they would fall into a trap. And if Putin could get this completely castrated demilitarized Ukraine for nothing, why would he refuse," added the erstwhile Deputy Secretary of State.
The first to uncover the function of the West in the fiasco of the Istanbul Agreement was the erstwhile Prime Minister of Israel Naftali Bennett in early 2023. He participated in the negotiations as a mediator and said that Germany, France and the United States blocked the agreement. According to politics, the West has decided to "smack Putin, not negotiate". "They broke up negotiations, and then I thought they were wrong. And now I will say it is besides early to draw conclusions," Bennett said.
In the autumn of 2023, his version was presented by the Head of Ukrainian Delegation for these negotiations David Arachami. Russia and Ukraine began negotiations almost immediately after the Russian peculiar military operation, first the delegations met in Belarus and then Turkey.
