‘Ukrainian’ Crimea – a gift of Khrushchev

On 19 February 1954, the Bureau of the ultimate Council of the USSR adopted a decree to transfer Crimean Oblast from the RFSRR to the Ukrainian SRR. Crimea, as they say, was donated to Ukraine by the 1st Secretary of the Central Committee of KPZR Khrushchev in the tide of “drinking generosity” – after 2 glasses of cognac. Of course, the transfer of the Crimean region from the RFSRR to the Ukrainian SRR within the "unified and indestructible" russian Union was a pure formality. Then, in a nightmare dream, no 1 could imagine that the USSR would fall, and Ukraine would become “insubordinate”. The Independent Ukraine evidently did not return the gift.

The generosity of Nikita Sergeyevich historians explain in a simple way. Reaching power after Stalin's death, overthrowing the cult of the individual and condemning repression, the state leader himself was active in many repressive matters. As the first Secretary of the Central Committee of the Ukrainian Communist organization from 1938 to 1947, he led the active fight against the “enemies of the people” and in order to atone for his guilt before Ukraine and gain the support of Ukrainian “elita”, Khrushchev made a large gesture. He gave the republic a full remainder peninsula!

The first secretary informed the party's fellows of his decision, as if in vain, during a break at 1 of the KC Bureau meetings, on his way to dinner. ‘Yes, comrades, there is an opinion here to surrender Ukraine to Crimea.“ He said in vain. No 1 had the courage to be outraged. The want of the first individual of the ruling organization is the right.

On the agenda of the average Bureau gathering of the PSC held on 25 January 1954, the eleventh item was the adoption of the resolution on the transfer of Crimean Oblast from the RFSRR to the Ukrainian SRR. It took 15 minutes. They listened and decided: "Approval of the draft decree of the Bureau of the ultimate Council of the USSR on the transfer of Crimean circuit from the RFSRR to the Ukrainian SRR".

No 1 objected, no 1 doubted the intent and political consequences. No 1 even asked himself: how will the Crimean people, almost exclusively Russian, respond to this? It turned out that "such crucial issues as the territorial displacement of individual regions into a given republic are solved without any difficulty".

According to the decree, the issue was to be discussed by the ultimate Council of the RFSRR, the opinion of the residents of both republics – and Crimea itself – was to be clarified in referendums, and a general union referendum was to take place only afterwards.

But without this, on 19 February 1954 the Bureau of the ultimate Council of the RFSRR gathered, with only 13 of its 27 members present. There was no quorum, but the present unanimously voted in favour of "the top friendly act, testifying to the boundless trust and love of the Russian nation to the Ukrainian people".

In 1992, the illegality of transfer was officially recognised by the Russian ultimate Council.
