Donald Tusk on 29 September blamed president Karol Nawrocki for blocking fuel price reductions. The government wants to finance lower VAT and excise tax, which is expected to give PLN 4 billion. The Palace answers that the task violates the rule of non-retrospective action. Today, the dispute does not give drivers a simplification or a certain date of entry.
Prime Minister directs work to the President
Donald Tusk published a recording in which he argued that the government had found a way to lower fuel prices without compromising the market. According to the Prime Minister, the deficiency of the signature of Karol Nawrocki under the taxation law on extraordinary profits of fuel companies is an obstacle. Tusk appealed to the president directly: "sign".
The Prime Minister accused the Palace of knowingly blocking reductions so that the more hard situation of drivers hit the government. This is simply a very serious accusation, but in the published material, he did not supply proof of the President's intention. The political dispute over fuel again covered the most crucial question for Poles: what mechanics will actually lower the price on the distributor and will not jeopardise supplies.
Tax is to finance lower VAT and excise duty
The government plan assumes peculiar taxation of extraordinary profits of fuel companies. The Prime Minister argues that advanced planet prices increase sellers' profits without any peculiar merit on their side. The State wants to finance the simplification in VAT and excise work and reconstruct the maximum retail price of the CPN package, namely "Prices of Fuel Lower".
According to Virtual Poland, the bill is to bring PLN 4 billion to the budget. The government claims that without this income, the Minister of Finance and the Economy has no space to lower the Dane. However, no plan B was presented in the event of another opposition by the President. We wrote about an earlier phase of the conflict erstwhile tax on fuel gains went to the Constitutional Court.
Action dispute back
The President's office finds the government task unconstitutional. The main charge is to charge the taxation on 1 March, that is, the period before the entry into force of the Act. According to Virtual Poland, this evidence is besides preserved in the fresh version of the project. The government so expects a signature under the law, which the most disputed component left unchanged.
Such setting of the case is politically convenient for Tusk's office. Any objection can be presented as blocking cheaper fuel. However, the state of law requires more than a good password. If the government wants to collect billions and regulate prices, it must present a solution that is resistant to the charge of retroactivity, calculated and safe for the market.
Palace proposes its own PKN project
Vice-President Adam Andrushkiewicz replied that the Prime Minister is utilizing the hard situation of Poles in political combat. He announced a decisive consequence to Tusk's message and recalled the presidential PKN project, developed as "Fuel Costs Normally". The palace accuses the government of refusing to work on a competitive solution for political reasons.
The presidential task provides for a full exemption of fuels from retail taxation until March 31, 2027, the restoration to the Minister of Finance of flexibility in reducing excise duties and the statutory limit of the refinery, import and wholesale margin. The law firm declares ready to work on the bill in the Sejm. The government has already transferred work for prices to Karol Nawrocki, alternatively of reaching agreement on a solution for fast implementation.
Drivers pay for political deadlock
Andruszkiewicz besides recalled the promise of fuel after PLN 5.19, with which Donald Tusk went to power. Today, the Prime Minister explains the advanced prices of the global situation and the President's decisions. External factors are real, but do not remove work for taxes, regulations and the quality of the law.
The stakes are very specific. More costly fuel increases the cost of driving to work, food transport and Polish companies. The government and the president presented 2 different projects. The Sejm should number them, compare them and choose a constitutional solution. Poles request lower bills, not another movie to separate guilt.
