Donald Tusk's government decided extend the freezing of electricity prices for households until the end of September 2025. The maximum price has been kept at 500 PLN/MWh, which means that for 9 months of next year Poles will not feel an increase in energy costs. Without this intervention, according to tariffs approved by the Energy Regulatory Office, the current price would be around PLN 623/MWh .
However, after 30 September 2025, the price frost period ends and the government has not yet presented a plan for further action. The Ministry of Climate and Environment indicates that Current wholesale electricity prices, oscillating around 400–500 zł/MWh, may let for a simplification in household tariffs . However, the deficiency of concrete decisions on this issue raises concerns among citizens.
Cost of freezing energy prices – who will pay for it?
Maintaining frozen energy prices by the end of September 2025 will cost the state budget over PLN 5 billion. This appropriation is intended to come from the COVID-19 Anti-Activity Fund, which is controversial given the first allocation of these funds. Of this amount, PLN 3.98 billion will be utilized to compensate energy undertakings for the usage of the maximum electricity price, and PLN 1,476 billion to suspend the power charge for end-users in households .
It is worth noting that the energy price frost mechanics covers only households. Recipients specified as tiny and medium-sized enterprises, local governments or public institutions are not covered by this support, which may lead to an increase in the cost of their activities and, consequently, to the transfer of these costs to consumers.
Political calculations and the real needs of citizens
The decision to postpone the entry into force of the fresh electricity tariffs from 1 July to 1 October 2025 seems to be dictated by more political than economical considerations. The government argues that this shift will let for better adjustment of tariffs to marketplace conditions, but the deficiency of transparency and a circumstantial plan for the period after the end of the price frost raises doubts as to the actual intentions of the authorities .
In addition, the deficiency of support in the form of an energy voucher for households and the exclusion from the mechanics of freezing prices for customers benefiting from dynamic tariffs may lead to an increase in social and energy inequalities.
What about energy prices after September 2025?
The Ministry of Climate and Environment announces an analysis of existing support programmes and the preparation of long-term solutions that will be flexibly tailored to the needs of citizens. However, the deficiency of concrete information on the planned actions after the energy price frost period is of concern to citizens and experts.
Faced with rising costs of life and uncertainty about the future of energy prices, many Poles wonder how to prepare for possible increases. Experts urge investments in energy efficiency, specified as the exchange of light sources for energy-efficient, modernisation of heating systems and installation of photovoltaic panels.
