– On behalf of the Confederation, we want to mention to the proposal that was voted on in the European Parliament, the alleged White Paper resolution on the future of European defence.
This is the vote on the resolution that took place last week and both the Prime Minister and the Minister of National Defence, Some ruling coalition politicians tried to rise this vote to the rank of something related to the Polish state ration, especially with our ability to defend the east border, to defend our territory against Russia. It's full manipulation, full misunderstanding..
In fact, the resolution has been voted on, so it has the position of a statement, a paper of a purely intentional nature, absolutely not prejudicing anything – and it has the character of intentions going in a bad and conflicting state of direction. Not everything wrapped up as a defence action or as a safeguard against Russia is something worthy of support. And so it is in this case.
For this resolution, which has been mistakenly and manipulatively presented by the government as a expected vote on the Shield of the East, on almost 90 of its points – I have here the full text of this resolution, I encourage everyone to search for it, look at these 20 pages, see the generality of the written European documents, how they do not bring anything circumstantial to our defence. There are 89 points in total. There's 1 mention on the Shield East in point 15! A mention which absolutely does not prejudge anything but that it notes the existence of a task specified as the Shield of the East.
And actually the 20th point of this resolution this 15th denies, due to the fact that in the 15th it is stated that this would be a priority, but already in the 20th point we have the rule of a balanced, geographical dispersal of defence investment.
So the European Union, or the Eurocrats and the parties in the ruling coalition in Poland, propose that The European Union owes itself to safety policiesthat states renounce their own autonomy and sovereignty in matters relating to the arms manufacture and, in return, the European Union will so favour and prioritize NATO's east flank that it will distract defence investments in parallel. I do not know what kind of danger the Spanish, Portuguese or French are going to be prepared for, or whether we are in danger of something as the European Union from the West.
On the another hand, those who supported this resolution should explain themselves! Geographical rule of investment deployment and Poland's resignation of veto law, which is straight in this resolution – unlike the Shield of the East, which there is nothing concrete about, the waiver of the right of veto is very concrete. This geographical regulation would, of course, make the most industrially and militarily developed countries already developing even more, so, in short, the rich would be richer, and the poorer or unindustrialised in this backwardness would be perpetuated. This is not the direction we should go.
What we are questioning as threatening Poland in this resolution is, first of all, the call for the creation of a Council of Defence Ministers and the departure – quotes – from the request of unanimity in favour of a qualified majority vote erstwhile deciding.
Why is the arms manufacture not developing in Poland? Why, for example, after 3 years of war in Poland do we not produce combat vehicles, we do not produce cannonhaubic? We don't make more, we order them from Korea. Why don't we make shell casings, artillery shells 155? due to the fact that the European Union, on the basis of specified rules on majority voting, has charged our manufacture with criminal charges! It combats the energy-intensive industry, including the essential steel manufacture for armaments.
And at this point, at a time erstwhile we are being destroyed by EU regulations, we are to believe that, if we renounce the right of veto resulting from the rule of unanimity in matters of security, defence and abroad policy, then the European Union, which is presently destroying our industry, including the defence industry, will abruptly rebuild it? Well, you should be highly infantile, naive, or completely unoriented to believe that.
Second thing. This resolution calls for the European Union to become a real safety guarantor and to make a real European Defence Union.
Any individual afraid with the debate on European safety knows that as long as the process of European integration is being created, the process of discussing European safety and defence policy is taking so long. And there's nothing conclusive about it! If nothing concrete has been achieved in the debate on the Lisbon Treaty, and for 15 years after the adoption of the Treaty of Lisbon has been achieved, there is no real advancement against which Europeans themselves have not stopped, due to the fact that there are no rules against expanding the interoperability of the armed forces, there are no rules prohibiting the creation of common defence contracts, there are no rules preventing the improvement of joint arms production, the standardisation of standards, the exercise of common practice – it is the strongest countries of the European Union that did not want all this!
And right now, we're getting a proposition on the table that we're about to quit our decision so that those countries that didn't want to do all this? What kind of a dark man would should be to believe that something like this would happen? Of course, nothing like that will happen. What can happen is the further process of federalising the European Union, marginalising Poland's function in European arms production, establishing the permanent financing of Ukraine by European countries – the proposal to contribute 0.25% of GDP, that is what this resolution calls for, and so the creation of a client state from Ukraine, but not to us, but to the European institutions. Finally, the introduction of what we call KPO 2.0, which means raising the promised pandemic as temporary, exceptional and one-off European debt, raising it to the rank of a permanent European policy tool, which will now be financed by defence projects. And yet incapacitate Poland in the issue of military procurement.
Poland needs something precisely opposite, i.e. strengthening the armed forces, preventing the sending of Polish soldiers to Ukraine – here we must fulfil our obligations to strengthen the defence of the east flank of NATO, first of all our territory, the Baltic States, the border with Belarus, the border with Kaliningrad Oblast.
Then grow and strengthen our arms industry. Brussels will not do it for us, and here in Poland there are blockades and problems. The European Union, what it can do is to endure the problems imposed on us, specified as the European Green Deal, the ETS, all those fighting energy-intensive packages.
Then reject the draft of Eurodebt and direct the money, not to Brussels, to industrial development. Say or eliminate, or otherwise dismantle, a migration package that is intended to weaken our ability to defend our territory against illegal immigration. These things should be done. precisely contrary to the resolution.
