Members and Members voted on the proposal to give a vote of assurance to Prime Minister Mateusz Morawiecki's government, but the Sejm rejected the proposal.
At the end of November, after the October parliamentary elections, president Andrzej Duda approved the fresh cabinet of Mateusz Morawiecki, which was formed in the alleged first constitutional phase after these elections.
On Monday at 10 o'clock, Prime Minister Morawiecki presented his exposé to the Sejm, which was a proposal to give the government a vote of confidence. "The first challenge for Poland can be defined in 2 ways. In the macroeconomic perspective: join the most developed economies. Individually: working less, surviving better," he stressed. Among the key challenges the Prime Minister besides mentioned the demographic crisis, the digital revolution, the advanced quality of public services and ambitious policies for people of the silver age.
Following an exposé in the Sejm, a debate took place during which parliamentarians asked questions to the Prime Minister. It is worth noting that Members of the Civic Platform did not take part in this discussion.
The government of Mateusz Morawiecki did not gain a vote of assurance by the Sejm
According to the plan set by the Sejm, after voting on the vote of assurance for the government of Mateusz Morawiecki, there will be a break lasting an hr and a half. At this time, Members will have the chance to submit candidacy for the position of Prime Minister, which is another step in the constitutional process. A group of at least 46 Members may submit their candidate, and in accordance with an earlier agreement between the Civic Coalition, the Left, the 3rd Road (PSL and Poland 2050), the selected candidate for Prime Minister is Donald Tusk.
After this break, there will be another phase in which Members will join the election of Prime Minister in the alleged second constitutional step. According to the Sejm's plan, a debate will take place and a vote on the election of the Prime Minister is planned at 20 o'clock. The procedure for selecting the Prime Minister and the persons proposed to the Council of Ministers will require an absolute majority of votes with at least half of the statutory number of Members present.
In the last meeting, the Sejm modified its rules so that the voting procedure in the alleged second constitutional step could take place by means of voting facilities and by raising its hand. Previously, the rules provided for the election of the Prime Minister with the name cards signed in the urns.
It is planned that on 12 December, at 9 a.m., the fresh candidate for the Prime Minister will present the action programme and the composition of the proposed government together with a formal proposal for the Council of Ministers. The agenda provides that the vote on the fresh composition of the Council of Ministers will take place at 3 p.m. Donald Tusk during a press conference on Friday revealed who would be appointed as key ministerial posts in the fresh government.
