in the context of ongoing rocket attacks in Russia and Ukraine
W. Putin: I would like to inform the personnel of the Armed Forces of the Russian Federation, the citizens of our country, our friends around the world, as well as those who proceed to be delusional about the anticipation of a strategical defeat of Russia about the events that are taking place present in the region of a peculiar military operation, namely after utilizing long-range weapons of western production in our territory.
Continuing the escalation of West-provoked conflict in Ukraine, the United States and their NATO allies had already announced that they had agreed to usage their long-range precision weapons systems in the Russian Federation. Experts are well aware of what the Russian side has repeatedly stressed that specified weapons cannot be utilized without the direct engagement of military professionals from the countries that produce specified weapons.
On November 19, six U.S. ATACMS operational-tactic rockets, and on November 21 during the combined rocket attack of the British Storm Shadow strategy and the American HIMARS were hit with military targets in the Russian Federation's territory – in the Brian regions and kurskis. Since then, as we have stressed many times before, the regional conflict provoked by the West in Ukraine has taken on elements of a global nature. Our air defence systems have responded to these attacks. As a result, the goals that the enemy clearly set for himself were not achieved.
The fire caused by falling fragments of ATACMS rockets in the ammunition depot in the Briansk Oblast was extinguished, no casualties or serious damage. In the Kurdish circuit, an attack was carried out on 1 of the command stations of our group “North”. Unfortunately, as a consequence of the attack and anti-aircraft combat, fatal, injured and casualties have occurred among the personnel of the outside safety units of the facility and the service personnel. Command and operations personnel of the command center have not been injured and are usually commanding the actions of our soldiers to destruct and expel enemy units from the Kursk region.
Once again, I would like to stress in peculiar that the usage of specified weapons by the enemy is not capable of influencing the course of war in the region of a peculiar military operation. Our troops are successfully moving along the full line of combat contact. All the tasks we've put together will be accomplished.
In consequence to the usage of American and British long-range weapons, On 21 November this year, the Russian Armed Forces conducted a combined attack on 1 of the facilities of the military-industrial complex of Ukraine. In combat conditions, 1 of the latest Russian medium-range rocket systems was tested, in this case with a ballistic rocket equipped with non-nuclear hypersonic equipment. Our rocket scientists called it “Oresznik”. The tests were successful, the mark of the rocket launch was achieved. In the territory of Ukraine, in the town of Dnepropetrovsk, 1 of the largest industrial complexes known since the russian Union, where rocket technology and another weapons have been produced to this day.
The improvement of a medium- and shorter-range rocket is being implemented in consequence to US plans to produce and deploy medium- and short-range rockets in Europe and the Asia-Pacific region. We believe that the United States made a mistake, unilaterally destroying in 2019. A treaty on atomic forces short and average scope under a stretched pretext. Today, not only does the United States produce specified equipment, but, as you can see, during training, its soldiers developed issues of transferring their rocket systems to different regions of the world, including Europe. In addition, during the exercise they conduct training with their service.
I will remind you that Russia voluntarily and unilaterally accepted the work not to deploy medium- and shorter-range missiles until American weapons of this kind appear in any region of the world.
I repeat: we are investigating the Oresznik rocket strategy in combat conditions in consequence to NATO's aggressive action against Russia. The question of further deployment of mid-range and short-range missiles will be resolved by us depending on the actions of the United States and their satellites.
We will find the targets of demolition during further tests of our newest rocket systems based on safety threats to the Russian Federation. We believe that we have the right to usage our weapons against the military purposes of these countries, which let their weapons to be utilized against our targets, and in case of escalation of aggressive actions we will respond equally decisively and in the same way. I urge that the ruling elites of those countries that plan to usage their military quotas against Russia should seriously consider this.
Of course, erstwhile choosing, if necessary, and as means of response, the targets of demolition by systems specified as Oresznik in Ukraine, we will offer civilians in advance, and besides ask citizens of friendly states located there to leave dangerous zones. We will do this for humanitarian reasons – openly, publicly, without fear of opposing the enemy who will besides receive this information.
Why not? due to the fact that there are presently no ways to counter specified weapons. The missiles attack targets at a velocity of 10 Mach, or 2.5–3 km per second. Modern air defence systems available in the planet and rocket defence systems created by Americans in Europe do not capture specified rockets;
I would like to stress again that it is not Russia, but the United States has destroyed the global safety system, and by continuing to fight and insist on its hegemony, it is pushing the full planet towards global conflict.
We have always preferred it, and now we are ready to solve all the controversial issues by peaceful means. But we are besides ready for any developments.
If anyone inactive doubts it, it's in vain – the answer will always be.
