State Forests make changes: little wood on the market. fresh regulations for the wood industry

In 2025 little wood may appear on the marketplace than in erstwhile years. According to the Director-General of State Forests, Witold Koss, the institution plans to implement fresh rules for the sale of wood natural material, which is simply a consequence to the guidelines of the Ministry of Climate and Environment. The aim of this action is to advance local timber processing and to limit its exports outside the European Union.

New timber sales system

The introduction of a fresh timber sales strategy since 2025 is 1 of the key activities of the State Forests to adapt the sector to environmental requirements and safe the home market. According to Witold Koss, these changes were mostly supported by the wood industry. The proposed regulations include, among another things, expanding the share of non-price criteria in the sales process and introducing fresh rules on the past of timber purchases by entrepreneurs.

Prohibition of timber exports outside the European Union

One of the most crucial proposals is to introduce a three-year ban on timber exports outside the European Union, which would apply from 1 January 2025 until 31 December 2028. The State Forests have asked the Ministry of Climate and Environment to urgently implement this regulation in order to defend the national marketplace and supply more natural material for local businesses.

Protecting forests and reducing wood supply

Plans for 2024 presume the acquisition of about 40 million cubic metres of wood, which is comparable to the results of 2023. However, Koss notes that in reality the supply of wood may be somewhat smaller. This is due, inter alia, to the extension of protected forest areas and the deficiency of approved forest equipment plans in respective twelve overforests.

New regulations for entrepreneurs

The State Forests besides plan to introduce an additional group of GTUs into the Regulation of the Minister of Finance, which will let for better control over the turnover of unprocessed wood. Entrepreneurs buying natural material will be required to make statements whether they process wood in Poland and to accept LP inspections. The fresh rules aim to prevent exports of natural material outside the EU, which could negatively affect the national timber market.

Changes in the timber sales system

From 2025 the sale of wood will take place in 2 rounds, not three, as was the case in 2024. The share of wood offered to entrepreneurs with a past of purchases will besides increase, from 70 to 75 percent. In addition, non-price criteria specified as local natural material processing will gain importance.

Impact on entrepreneurs

These changes can meet mixed reception among entrepreneurs. On the 1 hand, the fresh regulation aims to support the local economy and defend the environment, on the another hand, it can pose a challenge for large companies that trust on natural materials from different parts of the country.

The changes introduced by the State Forests aim to safe the national timber market, defend forest resources and advance local natural material processing. Implementation of fresh regulations, including export restrictions and modifications to the sales system, will affect the full wood sector in Poland. Entrepreneurs will gotta adapt to fresh conditions, which can be both a challenge and a chance for development.
