On Monday, Prime Minister Mateusz Morawiecki presented his beginning speech. On the same day, a vote of assurance is planned for the current government. If the required majority is not obtained, the procedure provides for the alleged second constitutional stage, which consists in the election of the Prime Minister by Parliament. Donald Tusk, leader of the Civic Platform, is simply a candidate of the Civic Coalition, the Polish People's Party, the Polish organization 2050 and the Left.
The end of the two-week period is approaching since the oath of the 3rd government of Matthew Morawiecki, which took place on December 11, 2023. As a substance of necessity, the president of the Council of Ministers will gotta present his cabinet's agenda on Monday and apply for a vote of confidence. The question is whether the 3rd government of Mateusz Morawiecki will receive this trust.
The answer to this question will be available during the debate. Parliamentwhich can be tracked on YouTube. That is where the decision on the future of this government will emerge.
Today at 10:00 am, Mateusz Morawiecki will present his exposé to the Sejm, which is simply a request for a vote of assurance for the government. Ten-minute speeches representing individual clubs and a five-minute speech representing the parliamentary ellipse are planned. This timeframe is intended to supply input and arguments from individual political groups within Parliament.
Parliamentary agenda for Monday 11 December
Schedule Parliament, the process of selecting the fresh Prime Minister covers respective steps. After voting on the vote of assurance for the government of Mateusz Morawiecki, there will be a break during which Members will have about an hr and a half to apply for the position of Prime Minister – this is the alleged second constitutional step. At least 46 Members request support to submit a candidate.
In this procedure, the candidate from KO, PSL, Poland 2050 and Left is Donald Tusk, the head of the PO. After the parties have signed the coalition agreement, they have a full of 248 Members.
The plan assumes that the second phase of Prime Minister's election will begin on Monday at 4:30 p.m. A debate is planned and a vote on the election of the fresh Prime Minister is planned at 20:00.
On the last Thursday, the Sejm changed its rules so that the vote in the second phase of the procedure would take place by means of voting facilities and by raising its hand. Earlier, according to the Rules of Procedure, the Prime Minister's selection was made by throwing name cards into the urns.
The detailed agenda for Monday's work in the Sejm is as follows:
- 10:00 to 3:00 p.m.: The Prime Minister will present an action programme of the Council of Ministers requesting a vote of assurance (short statements by clubs and circles),
- 3 p.m. to 15:05 p.m.: vote,
- 3:05–16:30 p.m.: break (time to apply for the Prime Minister),
- 4:30 – 18:45 p.m.: election of the Prime Minister (clubs and ellipse statements),
- 6:45 to 19:00: vote,
- 7:00 p.m. to 8:00 p.m.: possible parliamentary statements.
