The EU Council extended protection for alleged "war refugees" from Ukraine. As of 31 March 2025, just over 4.26 million people who are not EU citizens and have escaped from Ukraine received temporary protection in the European Union. This means that Ukrainians will be able to stay in the EU, gain access to social advantages and the local labour market, without having to apply for asylum at least until March 2027. This is the consequence of the arrangements of the Home Ministers of the EU associate States, who met in Luxembourg on Friday 13 June.
As indicated in the Communication after the meeting, Ukrainians will proceed to enjoy specified privileges as access to the labour market, wellness care and social benefits without having to apply for asylum. The EU is besides considering granting them another statuses that would prolong their stay in the associate States. This includes student and worker visas. It is besides planned to implement an information run related to the possible return of refugees to Ukraine.
Magnus Brunner, EU Commissioner for interior Affairs and Migration, announced the appointment of a peculiar envoy to deal with “refugees” from Ukraine. However, as he stressed, if the situation in their homeland improves and the war ends, temporary protection can be abolished before the deadline.
