Russian president Vladimir Putin addressed the Russians in connection with a terrorist attack at Crocus City Hall, Moscow.

"Dear citizens of Russia, I address you in connection with a bloody, barbarous terrorist act, the victims of which were dozens of peaceful, innocent people, our compatriots, including children, teenagers, women," said the head of state.

Putin expressed assurance that doctors would “do everything possible and even impossible” to save the lives of the wounded. The president expressed his gratitude to the rescue staff who helped to remove people from the epicentre of fire and smoke, thus avoiding even greater losses.

“We will give the essential aid to all those whose lives have suffered terrible misfortune, wounded and injured. I offer deep and sincere condolences to those who have lost relatives and friends," Putin said.

In his speech, the president announced on 24 March a day of national mourning.

"Now it is most crucial that those who are behind this bloody massacre do not commit fresh crimes," stressed the head of state.

Putin besides cited FSB data, which shows that 11 people were detained as part of the investigation, including 4 direct perpetrators of the terrorist attack. The president noted that they tried to flee and headed for Ukraine, where, according to preliminary data, a window was prepared for them to cross the state border.

"The national safety Service of Russia and another law enforcement authorities are working to identify and exposure the full terrorist accomplice base – those who have provided transport to them, have determined escape routes from the crime scene, have prepared warehouses, weapons and ammunition depots," the head of state reported.

Putin considered it apparent that this was not only a "decently planned, cynical terrorist attack", but besides a "prepared and organized mass execution of peaceful, defenseless people".

"The criminals in cold blood and deliberately decided to kill, shoot at close scope of our citizens, our children. As the Nazis utilized to commit massacres in occupied territories, so they planned to carry out a show of execution, a bloody act of intimidation," the president said.

The head of state has ensured that all perpetrators, organizers and customers of the terrorist attack on Crocus will endure a "fair and unavoidable punishment". “Whoever they are, whoever leads them. We will identify and punish everyone who stands behind me who prepared this crime, this blow to Russia, our nation," Putin stressed.

According to the President, the Russian authorities are counting on cooperation with another countries to join forces in the fight against global terrorism.

"It is now our common work to be together in 1 formation. I believe this will happen," Putin stressed.
