Animal homelessness is simply a product of a strategy of making money on it.

The problem with why in Poland we have homeless animals, I dealt seriously in 2011. Then Aniela Roehr, a precursor to the universal sterilization run in Poland ( https://uwak.tvn.pl/.../o-uses-ze-sterilization... ) contacted me and asked for aid in assessing dogs that went to the shelter Medor Foundation in Zgierz from the largest shelter in Europe – Wojtyszek.

The condition of these animals was a shock to me. I was expecting skeletons, and I saw highly obese, almost unmoveable dogs, covered in bite scars. At the same time, they were dogs with a very different degree of sociality, unfamiliar bowls, highly neglected veterinaryally. In the eyes of controlling officials they were in perfect condition - highly thick = well-maintained!

Me and the foundation I run up to this point had a different intent – we wanted to change the destiny of animals on the way of education. Today, the Foundation of Good Animals is no longer present, due to the fact that I feel bad about the amount of paperwork, but we inactive carry out the same function – within Silva Lupus or through me personally.
As shortly as I saw these dogs, I began to wonder how it was possible that there was a shelter for 3,500 dogs in Poland. How is it possible to keep dogs in large flocks and drive them up to 300 kilometres from the hunting site?

As most have most likely noticed – and any know me from that – I love doing deep research. That's where we get to the point.

Dogs with anxious and actively seeking owners sat in a execution den for years – due to the fact that the shelter could not be entered, and chip numbers were given to municipalities exclusively on paper lists. Over 5,000 chip numbers, number by number, I manually typed into databases and spreadsheets. As a result, respective twelve dogs returned home after years.
Yes! Although dogs were marked and identifiable, hundreds of thousands of zlotys were paid for their stay by the communes, and their owners were informed by the inquisitive Lichnerowicz at the largest shelter in Europe. Ridiculous? That's nothing!


The deficiency of 1 central database besides allowed entering the same dog into the accounts of respective municipalities at the same time. Wojtyszki had a regular rate, so 1 dog could make up to 100 PLN per day. There were dozens of dogs like that. And in the full facility, 3,500...
There were besides dogs with 2 or more chips. All readable. However, each number functioned on the account of another municipality.

One dog made a fewer bucks. But he only generated costs once. Pure profit!

So there was a communicative that pathologies are a domain exclusively of private entities. Therefore, shelters should only run municipalities or NGOs. Could you have been more wrong?

NGOs run both good and bad shelters – besides for public money. Pathologies aren't just hycli domains. 1 example was the TOZ Animals shelter of Jerzy Harłacz, which for years was liquidated through official-legal conflict by Maria Danuta Kadela, in cooperation with the Foundation of Good Animals.

In practice, it was a hyclania under the cover of aid, additionally supported by many local pro-animal activists who would "be behind Mr Jurek" jump into fire. Stories about how he loves animals, press articles, cards. And the terms? As in any hyclownia – and hence besides mortality.

The deficiency of a central database prevented real control of the movement of animals: where they come from, where they go, how many of them there are and how many times the same animal "disappeared" due to the fact that it supposedly escaped. The same dogs were then fished in another municipality and, of course, another invoice was issued to the municipalities for “service”.

All these pathologies made it possible to deficiency 1 state chip base. At 1 base, the dog entering the shelter is assigned to a peculiar municipality, and the strategy will not accept another number. Multiple chipping can only be stopped if the authoritative physically scans the dog with a reader.
However, let's make a fair deal – possibly 5% of environmental and waste management staff will do so, due to the fact that that's where homeless animals are operating today.
We had already postulated 1 central database, but there was resistance. due to the fact that the fact is, counting these animals and not being able to decision them doesn't pay anyone. Not hyclom, not many shelters. It does not pay farmers – due to the fact that it would uncover the actual trade in animals. You don't pay the lobby to run the current databases and sale chips. It doesn't pay the owners, due to the fact that the entry will should be paid. It only pays off to animals.

The study of the ultimate Audit Board spoke straight about this: it is essential to mark animals widely, 1 coherent base, the elimination of multiple backing of the same dog and real control of the flow of public money.

It's been over 10 years. In 5 months, it's expected to be operational. But at the very end of the launch, it's torpedoed. Why? due to the fact that KROPIK will ruin many "family companies", but at the same time it will show municipalities how much they have been drained of money for years.
And this strategy of homeless entities simply cannot afford.
There is simply a scare of dog abandonment and the costs of entries in KROPIK, which are deliberately inflated in the public debate and presented as a "new dog possession tax".

The draft National registry of Marked Dogs and Cats (KROPIK) assumes that the maximum fee for entry of the animal in the registry will be up to PLN 50. In addition, a separate cost – besides up to PLN 50 – can be charged for the chip itself, which gives a maximum of about PLN 100 erstwhile for both actions.
These are maximum prices, not mandatory rates. This means that each veterinary medicinal product will be able to set its own prices unless it exceeds statutory forks. Just as it is happening present with another veterinary services, including mandatory rabies vaccination, which scope from 40 PLN in villages to 150 in cities...

Let's hope that programs for handling veterinary medicine will rapidly introduce updates that automate the entry of data into the database, due to the fact that only then will the strategy not be burdensome for doctors and animal caregivers.
Hence the appeal: do not let yourself be told that it is better to wait for the strategy to be implemented for more complex projects. Their preparation and implementation will take months or even years. Here we have a ready-made strategy that can yet answer the basic question by the end of the year: how many homeless animals we actually have.

Today we know only the numbers from shelters, while a immense part of the burden of the strategy patching has been carrying organisations on their shoulders for years. Law is created without data, without a real image of the scale of the phenomenon.
It's besides a chance to bring many animals home. Like those who spent years in Wojtyszki, just due to the fact that no 1 entered their transponder numbers into 1 of the many bases. .
Finally, this is simply a chance for real savings in municipalities – funds that can be redirected to infertility programs alternatively of further patching the inefficient system.

But about limiting the population... possibly another time...
