Vladimir Putin: Dear Senators, Members of the State Duma! Dear citizens of Russia!
Each speech to the national Assembly is primarily a look at the future. And present we will not only talk about our upcoming plans, but besides about strategical tasks, those issues that I consider fundamental to the country's long-term development.

Together, me and you have already proven that we can solve the most complex problems and respond to all most hard challenge. For example, we pushed the aggression of global terrorism away, preserved the unity of the country and did not let it to be broken up in due time.
We supported our brothers and sisters, their will to be with Russia, and this year marks the tenth anniversary of the legendary “Russian Spring”. But even now energy, sincerity, courage of his heroes – the Crimean, the people of Sevastopol, the inhabitants of the insurgent Donbass, their love for the Homeland, which they have carried for generations, surely awakens pride. It all inspires, strengthens the belief that we can overcome everything, together we can all.
In this way, we, together with the full world, have not only late forced the withdrawal from the deadly threat of the global epidemic, but have besides shown that our society is dominated by values specified as mercy, common support and solidarity.

I would like to draw attention to the activities of the Foundation of Homeland Defenders, the activities of the household Committee of Homeland Soldiers and another social associations. I ask all authorities to proceed to do everything possible to support the families of our heroes: parents, wives, children who worry about the people closest to them, dear to them, waiting for them to return home.
I am grateful to the parliamentary organization for consolidating around national interests. The Russian political strategy is 1 of the pillars of national sovereignty. We will proceed to make democratic institutions and we will not let anyone to interfere in our interior affairs.
The alleged West, with its colonial customs, its habit of inciting national conflicts around the world, tries not only to inhibit our improvement – alternatively Russia needs a dependent, vanishing, dying space in which they can do what they want. Our soldiers and officers – Christians and Muslims, Buddhists and followers of Judaism, representatives of various cultural groups, cultures, regions – in fact proved better than a 1000 words that the centuries-old cohesion and unity of the Russian people is colossal, omnipotent power. All together, side by side, they fight for 1 common homeland.
All of us, citizens of Russia, will jointly defend our freedom, the right to a peaceful and dignified life, ourselves and only us to set our own paths, to defend the intergenerational bond, and thus the continuity of historical development, to solve the problems of the country before us, based on our worldview, our traditions, the convictions we give to our children.

Our Armed Forces have gained tremendous combat experience. This concerns the interaction of all types and types of troops, modern tactics and operational art. We did not start the war in Donbasa, but – as I said not erstwhile – we will do everything to end it, eradicate Nazism, solve all tasks of a peculiar military operation, defend the sovereignty and safety of our citizens.
Strategic atomic forces are full prepared for their guaranteed use. What we have planned in the field of arms, as I said in the 2018 Message, has already been done or these works are being completed.
Thus a hypersonic aviation complex Kindzar was not only commissioned, but besides with large efficiency utilized to destruct peculiarly crucial targets during a peculiar military operation. besides the maritime shock complex hypersonic Circus, which was not even mentioned in the 2018 speech, is already in service and was utilized in combat.

Are they seriously going to talk to us about strategical stableness issues while trying to ask Russia, as they say, a strategical defeat on the battlefield?
A clear example of specified hypocrisy can be given. In fresh times, groundless accusations have been heard, e.g. at Russia, that we are allegedly going to place atomic weapons in space. specified lies – and this is nothing but lies – are a trick to bring us into negotiations on their own terms, which are beneficial only to the United States.

We so have reason to believe that the words of today's US authorities about their alleged interest in negotiations with us on strategical stableness issues are demagoguery. On the eve of the U.S. presidential election, they simply want to show their citizens and everyone else that they inactive regulation the world. They say that in matters where negotiations are beneficial to America, we will talk to the Russians, and where they are not worth it, there is nothing to talk about, as they say themselves, "business as user". there they will effort to defeat us.

Strengthening groups in the western strategical direction is urgently essential to neutralise the risks associated with NATO's further expansion to the east and its incorporation into the alliance of Sweden and Finland.
The West has sparked conflicts in Ukraine, the mediate East and elsewhere in the planet and continues to lie. Now they declare without shame that Russia allegedly intends to attack Europe. It's just that you and I realize they're talking nonsense. At the same time, they choose their own targets of impact on our territory, choosing the most effective, in their opinion, means of destruction. The talks began about the anticipation of sending NATO military quotas to Ukraine.
But we remember the destiny of those who erstwhile sent their contingents into our country. But now the consequences for possible interveners will be much more tragic. They must yet realize that we besides have weapons – yes, they know that, that's what I said – which can harm targets in their territory.
And that's all they're making up now, how they're scaring the full world, that all of this truly threatens to conflict with atomic weapons, and hence, the demolition of civilization—do they not realize it or what? This, you know, people who have not undergone hard trials—they have already forgotten what war is. What can I say, indeed, is rusophobia, like another ideology of racism, national superiority and election, blinds and deprives reason. The actions of the United States and their satellites have indeed led to the dismantling of the European safety system. This creates a hazard for everyone.
It is apparent that in the foreseeable future work should be done to form a fresh contour of equal and indivisible safety in Eurasia. We are ready for a substantive discussion with all the countries and associations concerned. At the same time, I will stress again (I think this is crucial to everyone today): without sovereign, strong Russia, the permanent order of the planet is not possible.
We strive to unite the efforts of the majority of the planet to respond to global challenges, including the fast transformation of the planet economy, trade, finance and technology markets, erstwhile many erstwhile monopolies and associated stereotypes fall.
Thus, already in 2028, the BRICS countries, given the countries that have late become members of this association, will make around 37% of global GDP, while the G7 share will fall below 28%. Together with friendly countries, we will proceed to make efficient and safe logistics corridors and build fresh global financial architecture, free from political interference, based on an advanced technology base. Moreover, the West itself discredits its own currencies and the banking strategy – it undercuts the branch on which it has been sitting for decades.
We cooperate with partners on the basis of equality and respect for common interests, so more and more countries are actively active in the work of the Eurasian Community, SCO, BRICS and another Russian associations. We see large prospects in building the Grand Eurasian Partnership by combining integration processes within the Eurasian economical Union and the initiative of the People's Republic of China "One Belt, 1 Way".
Russia-ASEAN dialog is developing positively. The real breakthrough was the summits of Russia-Africa. The African continent is increasingly declaring its interests and the right to actual sovereignty. We wholeheartedly support all these aspirations.
Russia has long had good relations with arabian countries. They represent a separate civilization from North Africa to the mediate East, which is developing dynamically today. We consider it crucial to look for fresh points of contact with our arabian friends and to deepen the full spectrum of partnerships. We'll do the same for Latin America.
And separately, I ask the Government to increase the backing of global programmes for promoting Russian language and our multinational culture, of course, primarily in CIS and around the world.
Incidentally, dear friends and colleagues, I am certain that many visited the exhibition “Russia”. They come here to see how rich and vast our homeland is. The Year of the household was inaugurated with Russia's exhibition. Values specified as love, common support and trust are passed on in a household from generation to generation, as are culture, traditions, past and moral principles.
And of course, the main goal of the household is the birth of children, the continuation of the human family, the upbringing of children, and so the continuation of our full multinational nation. We see what happens in any countries where they deliberately destruct moral norms and household institutions, pushing full nations towards extinction and degeneration, and we choose life. Russia was and remains a bastion of conventional values on which human civilization is built. Most people in the planet share our choice, including millions of Western citizens.
Yes, both Russia and many another countries are facing a fall in birth rate today. Demographers argue that this challenge is linked to global social, economic, technological, cultural and values. Young people get education, build a career, improve their lives, and postpone children.
It is clear that not only the economy and the quality of the social sphere affect demographics and the number of births, but besides to a large degree the lifestyles that designate the family, shaped by culture, education, education. The work of all levels of power, civilian society and priests of our conventional religions is crucial here.

In the next six years, we must accomplish a sustained increase in birth rates. To accomplish this, we will make additional decisions in the education and education system, regional and economical development. Continued work is needed to improve the quality of life of families with children and support fertility. To this end, we will launch a fresh Russian-wide project, called "Family".
I will tell you about any concrete initiatives right now.
First. The Russian regions, in addition to national programmes, implement their own actions for families with children. First of all, I would like to thank my colleagues for this work and offer further assistance to the Federation players, where the birth rate is lower than the Russian average. This is peculiarly crucial for Central and Northwest Russia. In 2022, in 39 regions, the fertility rate totaled below the Russian average. By the end of 2030, we will allocate at least 75 billion rubles to specified regions so that they can increase their household support programmes. The funds will start coming next year.

What does that mean? For example: a household with 3 children will save 1300 rubles all period in its budget, and I besides propose to increase the amount of yearly income to be deducted from 350 to 450 1000 rubles. This support should be provided automatically without submission of applications.
And separately – about the maternity capital scheme. Now the first child's household is entitled to a benefit of 630 000 rubles and another 202 000 rubles at the second child's birth. Maternity capital is regularly indexed. Our maternity capital program is valid until early 2026. I besides propose that it be extended to at least 2030.
Dear colleagues!
I would like to express my gratitude to charitable foundations, non-profit social organisations that aid the aged and the sick and disabled children. And they did a lot to address the issue of long-term care at state level due to the fact that they raised these issues all the time.

In cities where the problem of overcrowding educational institutions is the most severe, we will one more time gotta solve this problem at the expense of the national budget, utilizing national resources, we will additionally build at least 150 schools and over 100 kindergartens.
Dear colleagues! The dreams and achievements of our ancestors and older generations have become attainable and we are arrogant of these achievements. And the aspirations of this younger generation will find the future of the country. Her rise, her successes, the directions of life that will pass all test of force, are the most crucial warrant and warrant of Russia's sovereignty, the continuation of our history.
I propose to consolidate affirmative experiences in the field of youth policy and start a fresh national task "Youth of Russia" this year. In the future they will appear in all national districts: the Far East, Siberia and Donbasa. In total, we will open 12 specified schools by 2030.
Now on the content of teaching. The educational burden on children should be reasonable and balanced.
