With the aid of ChataGPT and its advanced deep-thinking, search and investigation functions, I prepared a study showing the percent compatibility of the governments of the Law and Justice and the Law and Justice and the Law and Justice and the Law and Justice and the Social Democracy. If we consider social democracy to be the left, it means that the Law and Justice are more left-wing than the PO, but both parties closer to the left than the right—not even in the center. Here are the exact results:
After comparing 20 classical pillars of social democracy with the practice of Polish governments, it emerged that the Cabinets of Law and Justice can be attributed to about 91% of compliance, and the Governments of the Civic Platform: 78%; the difference comes primarily from the greater function of the state in the economy, higher redistribution and more ambitious (although inactive modest) housing policy for the Law and Justice.
➡️ What I mean by "compatibility"
- The scale 0-100% – 100% gets the postulate full implemented or maintained, 0% erstwhile the reverse solution is adopted; intermediate values reflect partial implementation.
- ✅ Sources – GUS data on ownership and housing structure, NIK, MAP and OECD reports, as well as seismic papers and ITUC/ILO analyses; full appeal below.
➡️ improvement of 20 requests with evaluation of both sides (PiS%/PO%):
- ✅. Balance of state and private capital (100% / 100%). Poland has a large but non-hegemonic sector of State Treasury companies – 16-20% of GDP; the remainder generates private and abroad business.
- ✅. Care state with real transfers (100% / 100%). The benefit strategy 500+, the "15th" pensions, housing allowances and public services form a full-size welfare-state that the PO mostly maintained.
- ✅. Chapter of the Church and State (99% / 99%). Catholic clergy fill 182 posts (chapels WP, Police, SG, PSP), i.e. < 0.03% of the full apparatus – minimal infringement.
- ✅. Parliamentaryism and the regulation of law (70% / 70%). The Court's crisis began in October 2015 (PO-PSL Parliament) and was deepened by the Laws of the Laws of the Laws of the Laws; in addition, in December 2023 PO took over public media without amending the Act.
- ✅. Compromise free marketplace vs interventionism (100% / 100%). Private enterprise dominates, but the state plans (KPO, sectoral strategies) and uses price regulation or excise duties.
- ✅. Universal social safety (100% / 100%). ZUS, NFZ, KRUS and mandatory road OC cover practically the full society.
- ✅. Strong union rights (60% / 60%). The bill guarantees the protection of activists and ratifys the ILO conventions, but unionization is only 13% and restrictive strike referendums limit real strength.
- ✅. Free education and universal treatment (100% / 100%). Public schools and hospitals financed from the budget cover more than 90% of students and patients.
- ✅. Repartmental pension strategy (100% / 100%). ZUS retained the rule of solidarity of generations, despite changes in retirement age (the increase by the PO, the simplification by the Law and Justice Office).
- ✅. Active housing policy (60% / 40%). PiS launched flat Plus and SIM (19,8 1000 places donated); PO focused on inexpensive loans and municipal resource of municipalities fell by 6%.
- ✅. Ethatic intervention in key industries (100% / 30%). PiS took over Lotos, repolonized the banks and built a state power campaign; PO led a large privatisation (603 companies for PLN 58 billion).
- ✅. Redistribution (100% / 40%). Cash transfers scope 5% of GDP; for PO, the real value of benefits decreased due to frozen thresholds and free amounts.
- ✅. State or mixed ownership of companies (100% / 40%). After the merger, Orlen-Lotos share of SSP in WIG-20 increased to 30%; PO sold shares of Enea, Tauron, PKO-BP.
- ✅. Progressive taxation structure (60% / 40%). The free amount of 30,000 and the 4% tribute reconstruct any progression; the 2009 PO improvement deleted the 40% threshold and the free amount stood still.
- ✅. Subsidies for culture, art, discipline (100% / 100%). The MKiDN budget and NCN grants were maintained (PLN 1.4-1.8 billion per year).
- ✅. Ownership balance (70% / 65%). Private companies produce ~80% of GDP, state-owned 16-20%, cooperative 2% – a reasonably balanced agreement.
- ✅. Concession of delicate sectors (100% / 100%). Concessions in energy, banks, telekoms and pharmacy apply unchanged.
- ✅. Restrictions on weapons and drugs (100% / 100%). Poland has any of the EU's most stringent regulations on access to firearms and marijuana.
- ✅. Monetary and postal monopoly (100% / 100%). The issue of money is carried out by the NBP; the Polish Post has retained the exclusive position of authoritative shipments.
- ✅. State Centralism (100% / 70%). PiS centralised investment funds (Polish Management, FDS), while PO left greater autonomy to local governments.
