Head of BBN Bartosz Grodecki reported that Poland has plans in case of another wave of refugees from Ukraine. He reserved that specified a script remains hypothetical today. For Poles, the most crucial thing is: the state must safe the border, accommodation and public services in advance, alternatively of improvising events under pressure.
BBN talks about ready-to-use procedures
The Polish administration has plans in the event of a re-inflow of people from Ukraine. The head of the National safety Office Bartosz Grodecki stressed that the procedures had already been tested in practice. At the same time, he did not announce the arrival of a fresh wave and did not supply a forecast of its scale. We're talking about an emergency option, not a definite development.
This discrimination is essential. The liable State besides plans scenarios whose likelihood remains limited. However, preparations must not be turned into an alarming story. BBN analyses the improvement of the war in Ukraine and its consequences for Polandbecause the safety of the east border cannot depend on optimistic assumptions.
Aid requires order and clear rules
The experience of Russian aggression of 2022 showed large solidarity of Polish society. It besides showed that the burden of an emergency crisis falls on transport, schools, wellness care, local governments and the housing market. Therefore, the plan must not end with a declaration of readiness. It must separate tasks, specify the possibilities of accepting people and defend continuity of services for Polish citizens.
It is simply a humanitarian work to aid those fleeing the war. However, the state has an equally hard work to its own citizens. Any decision to accommodate, supply or access public services should be transparent, chargeable and subject to scrutiny. Poles have the right to know what resources are available, who is liable for launching them and where the limits of the system's capabilities lie.
Border is an component of national security
The fresh wave of refugees, if it does, would have been the consequence of the Russian war and the worsening of surviving conditions in Ukraine. Russian actions are already pushing residents of east regions to Lviv. Poland must so combine humanitarianism with border control, registration of incoming and protection of critical infrastructure. 1 doesn't regulation out the other.
Close records and coordination of services are not a sign of distrust towards those seeking refuge. They are the basis of national responsibility.
