On Thursday, 1 October in Luxembourg, Poland demanded that the EU migration crisis consequence mechanics should leave associate States more free to defend their borders. The position was presented by Vice-President Maciej Duszczyk. If the request is taken into account, Warsaw will gain more space to choose its own safety measures.

Polish request in Luxembourg

Deputy Head of the Ministry of the Interior and Administration Maciej Duszczyk presented his Polish position in Luxembourg on Thursday. Warsaw wants the European Union's mechanics to respond to migration crises to give associate States more flexibility. It is intended to include the freedom to decide how to defend its borders.

This is simply a legitimate and essential request. The state boundary is not an abstract line managed from a distant cabinet. National authorities are primarily liable for the safety of citizens, so they must hold tools to respond rapidly and adequately to the real threat.

Poland does not request privilege at the expense of another countries. He wants a mechanics that will leave each capital to match the consequence to its own frontier and its own services. This is simply a reasonable rule of subsidiarity: Brussels can coordinate cooperation and mobilise support, but it should not take distant your ability to decide erstwhile time is at stake.

The EU mechanics must not bind States' hands

The migration crisis can hit countries differently. another conditions are at land borders, others at sea, and others where migratory force becomes a tool of force on the state. The uniform strategy imposed on all capitals may prove to be late or simply inappropriate.

EU cooperation makes sense if it strengthens the capacity of countries to act. It cannot replace their own safety assessment. Earlier declaration of non-approval of Poland to relocate migrants showed that in migration policy Warsaw can set a border. The current proposal should be treated with the same consequence.

Polish border must be decided in Poland

For Poles, the stake is specific: who makes the decision during the crisis and who is liable for its consequences. erstwhile government restricts the ability of the services to operate, the bill for missolutions is paid by border residents and the full state. Sovereignty in this area has a practical, not ceremonial dimension.

The discussion besides concerns global law and obligations. Poland has already proposed in the Union new explanation of Article 33 of the Geneva Convention, seeking solutions to situations where migration is utilized against national security. Any specified proposal requires legal precision, but it must not be pretended that the provisions of another realities automatically solve today's crises.

The available communication does not state precisely what competences Poland wants to hold or which provisions of the prepared mechanics it considers besides rigid. The government should present these details to the public, together with a catalogue of actions it intends to defend during EU negotiations. Citizens have the right to know whether a strong declaration will translate into circumstantial provisions.

Today the direction is clear: the European community can help, but the protection of the Polish border must yet be decided by the Polish state. Warsaw should defend this position without complexes. The safety of Poles cannot be the price for the administrative uniformity of the Union.
