Polish-French cooperation treaty – what is behind the climate records?

Prime Minister Donald Tusk and French president Emmanuel Macron signed on Friday in Nancy a treaty on enhanced cooperation and relationship between Poland and France. Although safety is the main topic, the paper besides contains controversial climate protection provisions.

Security or ecology? Second bottom of the deal

The Treaty provides for common military support in the event of an attack on 1 country, but Article 7 besides contains provisions on sustainable development. The Parties undertake to accomplish the objectives of the 2030 UN Agenda and the Paris Agreement.

"The Parties are working towards a fast global transition towards climate-neutral economies and societies (...), commit to contributing to the European climate objectives, including the 2030 mark and the EU climate neutrality by 2050" – reads in the document.

Ziobro: ‘It's just a cover’

Former Justice Minister Zbigniew Ziobro powerfully criticised the agreement, claiming that its real nonsubjective was to implement the EU's climate policy.

"The military agreement with France is just a cover. The Government of Tusk is lying again – it says that the Green Deal will be adapted to Poland, while it does everything Brussels says. ‘Climate Mafia’ is not curious in the destiny of average people’ He tweeted.

According to Ziobro, the introduction of EU climate targets by 2030 could lead to massive bankruptcies, rising energy prices and weakening the Polish economy.

What next with Polish climate policy?

The signing of the treaty may mean speeding up efforts for the energy transition in Poland. Does the Donald Tusk government truly intend to full comply with EU requirements or to negociate more favourable conditions for Poland? That question remains open.
