In Poland, there is an intensive period for applying for direct payments to farmers. The Agency for Restructuring and Modernisation of Agriculture (ARIMR) announced an extension of the deadline for submitting applications by 1 July 2024. So far, 640 000 applications have been submitted and this number is inactive increasing.

Change of deadline for submission of applications

ARIMR announced that the deadline for submitting direct payment applications was extended to 1 July. In addition, farmers may change their declarations without financial hazard of losses until 16 July. However, the anticipation of submitting applications was extended until 26 July, provided that for each working day the amount of the payment will be reduced by 1%.

Exceptions are applications for fresh types of direct payments, specified as payments for areas not utilized for agriculture and for smaller farms. For these categories, the application submission deadline remains unchanged and expires on 31 August.

How do I apply?

Applications for direct payments can only be made through the eApplicationPlus, available by the Electronic Services Platform. Farmers who do not have access to the computer can number on method assistance from ARIMR staff and free advice from Agricultural Advice Centres. Additionally, questions and doubts can be explained by calling the Agency's hotline.

Conditions for granting aid

Direct payments are intended for farmers active in the manufacture with land with a minimum area of 1 ha. These land must be owned on 31 May 2024. Farmers with little than 1 ha may besides apply for aid, provided that they are entitled to payment related to animals and the estimated amount of specified aid is at least EUR 200.

New types of payment and changes in rules

In this year's campaign, the list of payments is akin to last year's, but any fresh ones have been introduced. 1 of these is payment to tiny farms up to 5 hectares of agricultural land, which is pending the approval of the European Commission.

Changes to the conditions for granting aid are besides planned, including:

  • Exemption of holdings up to 10 ha from implementation and sanctions for non-compliance.
  • Extending the freedom to comply with CAP requirements to keep the proportion of permanent grassland to a full agricultural area of at least 5% compared to 2018 (GAEC 1).
  • Greater flexibility in determining mandatory dirt cover maintenance time (GAEC 6).
  • Adopt crop diversity as an alternate to rotation (GAEC 7).
  • Derogation from the request to set aside 4% of agricultural land (GAEC 8), which involves the introduction of a fresh ecoschemat – areas excluded from production.

The extension of the deadline for the submission of direct aid applications until 1 July gives farmers more time to complete the formalities. This process is easier and more accessible through the eApplication. The ARiMR ensures that all essential measures have been taken to safe the strategy and to aid farmers submit applications. Amendments to the rules aim to simplify procedures and increase flexibility, which is beneficial for all beneficiaries.

Farmers who have not yet submitted applications should do so as shortly as possible in order to avoid penalties for hold and benefit from available forms of support.
