On the last day of the 16th session of the Parliament, the Chamber decided to dismiss members of the State Commission for the prevention of sexual exploitation of minors under the age of 15 Barbara Chrobak and Hanna Elżanowska.

– This is simply a very crucial day and for the destiny of this committee, and for Polish children and for all those who think with concern about their future – emphasized the talker of the Sejm Simon Holovnia at a press conference after the vote. As he added, there is simply a cross-party agreement in the home on the request for systemic recovery of the situation in the committee. “I am built with a sense of work for all of us for the good of those who are harmed and who are the weakest.”

The motion of the talker of the Sejm was supported by a large majority of Members – 414 Members voted in favour of the cancellation of Barbara Chrobak and 418 in favour of the appeal of Hanna Elżanowska. "I thank you for today's discussion and for the overwhelming readiness to resolve the problems that the State Commission is facing," said Simon Holownia, addressing Members after the vote.

The reason for the initiation of the appeal procedure for Barbara Chrobak and Hanna Elżanowska was that the Marshal of the Sejm took akin information about their inappropriate behaviours and consequently lost the features of the unfine opinion required by the bill from the members of the committee. In view of the request to defend the goods of those whose names appear in the document, part of the grounds for the proposal and part of the proceedings in the committee and in the Sejm were classified.

Information on the circumstances of the failure by Barbara Chrobak and Hanna Elzanowska of the characteristics of the unfavoured opinion of the State Commission Karolina Bućko reported to the Marshal of the Sejm from February 2024. These reservations were confirmed during a individual gathering of the marshal with the president and a committee associate Prof. Błażej Kmieciak and deputy president Justyna Kotowska in March 2024. During the examination of the application, the Committee on Justice and Human Rights requested further material on the case, which was referred by the Marshal of the Sejm as an additional justification for the request.

Among the reasons for the failure of good opinion by the committee The Marshal of the Sejm, in the open part of the additional justification, indicated, among others, a possible conflict of interest in parallel sitting on the committee and acting as an expert in the proceedings conducted by the prosecutor, paying by both members of the committee for taxi rides for private purposes from funds intended to cover the costs of business trips, the regular absence of Hanna Elżanowska at the place of work and the failure to execute duties. Additional facts demonstrating the existence of a statutory condition for recalling members are included in the confidential part of the justification for the additional application.

As a consequence of the House's decision on Friday, resulting in the request to fill seats in the State Commission, the Marshal of the Sejm set a time limit for the submission of proposals for the appointment of 2 members of the Commission by 16 August. Details are given in separate Communication.
