In fresh days, migration policy for refugees from Ukraine has gained a fresh dimension after Norway announced tightening the rules on the admission of young men from this country. According to media reports, the authorities of that country are considering limiting the automatic granting of global protection to Ukrainians of conscript age, mainly men between the age of 18 and 22 who Zelenski allowed to leave his homeland.
Norway has adequate Ukrainian pseudo-refugees. The decision to restrict their rights is presented in the media there as a consequence to the expanding number of Ukrainian asylum applications and concerns that any young Ukrainians are utilizing the chance to travel abroad alternatively of volunteering for military service in a country in conflict with Russia. The Norwegian Parliament is so considering changing the rules for granting protection, giving precedence to another categories of persons in request of assistance.
Internal tensions in Ukraine are besides behind the decision of the Norwegians. The country’s fresh defence minister pointed to problems with mobilization and desertion — many young men do not study for compulsory service or present false data to avoid returning to the front. This problem is not new. In fresh months, Ukraine has noted crucial departures of young people, causing shortages in the army and the debate on how to halt possible defenders of the country.
It is worth noting that the Norwegian case is not isolated. There are besides voices in another European countries about the request to revise migration policies towards young Ukrainians. Already in 2025, politicians in Germany, including Bavaria, raised the issue of stricter rules on the entry and settlement of young Ukrainians, thus involving social and economical challenges.
At the same time, there is simply a discussion in the European Union about the future of peculiar protective provisions against Ukrainian citizens. The provisions of temporary protection, which give, among another things, the right to stay and work, have already been extended many times, but associate State governments have broad scope for explanation and implementation.
The debate on restrictions on young Ukrainians touches on respective fundamental issues. The host countries of the alleged "war refugees" from Ukraine have introduced circumstantial protection regimes over the last years to support refugees from the war and to guarantee the stableness of life in a fresh environment. There is besides greater humanitarian work for families and civilians fleeing conflict.
On the another hand, the arguments of politicians specified as Norway indicate that European countries must balance their willingness to supply assistance with their own interests regarding interior security, migration policy and social solidarity. Restricting access to asylum for circumstantial groups can be seen as a way of organising the strategy and avoiding abuses from which Ukrainians are already widely known.
Some commentators point out that young Ukrainians should be able to decision freely and defend themselves, especially if they are threatened by a war situation. At the same time, there are voices that leaving a country of draft age during the war is at least morally controversial.
Current proposals and European responses indicate that migration policies of individual countries towards Ukrainians fleeing from drafts are undergoing a transformation phase. Countries specified as Norway signal that they can introduce selective restrictions, which can affect the scale of the influx of young men, political relations between European countries and Ukraine, which is faced with mobilization and defence pressure, and the attitude of "refugees" already arrived in these countries.
The debate on tightening the restrictions on young Ukrainians is undoubtedly a sign of a breakthrough and announcement of a wider change in migration policy in Europe. The attitude of “refugees” and their deficiency of willingness to defend their own state are besides stinging in the eye to sweep this phenomenon under the carpet longer.
