A fresh regulation of the Ministry of Climate and Environment will come into force next week, which introduces changes to the sticker entitled to enter the Clean Transport region (SCT). This is simply a consequence to many problems reported by municipalities and cities that had difficulty producing stickers in the erstwhile format. The fresh plan is intended to simplify this process, and its absence may cost drivers up to 500 PLN in the form of a mandate.

New sticker pattern – what changes?

The first model of the sticker entitled to enter the SCT was introduced under the March 2022 Regulation. Although it initially seemed appropriate, in practice many offices had difficulty printing it. The erstwhile plan of the sticker was besides complicated and required specialized printing equipment, which in any cases delayed the issue of driver permits.

To solve this problem, the Ministry of Climate decided to simplify the plan of the sticker. The fresh version will be easier to print on standard printing devices, which will greatly accelerate the process of issuing these documents. The cost of the sticker remains unchanged – it amounts to PLN 5, but the deficiency of it can lead to a financial penalty, which reaches up to PLN 500.

Is the sticker mandatory?

For the minute in Poland the only moving Clean Transport region is Warsaw, where restrictions on the entry of older vehicles apply. The entry ban concerns petrol cars manufactured before 1997 and diesels older than 2005. In the first phase of implementation of the SCT, most cars meet the requirements, so drivers do not gotta apply for stickers or study their vehicles.

The Warsaw City Hall allows to check whether a vehicle requires a sticker, through a peculiar website: ♪ Check.zdm.waw.pl ♪. If your vehicle meets the requirements, you do not request a sticker. However, it is worth remembering that motorcycles, scooters and quads can freely enter the SCT regardless of the year of production.

Who is obliged to have a sticker?

The sticker is only essential for selected groups of vehicles which do not meet the basic requirements of the SCT but are subject to exceptions. For example, until the end of 2027, people registered in Warsaw and paying taxes there are exempt from the work to usage the sticker. The exemption includes cars registered before January 1, 2024.

Reliefs and exceptions in the Clean Transport Area

Not all vehicles must comply with fresh regulations. There are any exceptions that let you to enter the SCT without having to have a sticker:

  • Seniors over 70 years old – persons who have been 70 years old by the end of 2023 are unconditionally exempt from the work to have a sticker, if the vehicle is owned or co-owned, and if they are drivers or passengers of the vehicle.
  • Warsaw residents – By 2027 people registered in the capital and paying taxes there do not gotta fear a mandate, even if their car does not meet the requirements of the SCT.

What are the chances of not having a sticker?

The sticker on the windscreen of the vehicle is compulsory for all those who do not comply with the SCT standards and are not covered by exceptions. The absence of a sticker may consequence in a mandate of up to PLN 500. Therefore, make certain your car requires a sticker to avoid problems and additional costs.
