As of 1 January 2025, crucial changes will enter into force concerning the rules for granting a support service to persons with disabilities. Step-by-step introduction of support – what changes?
In accordance with the provisions in force, the support provision is introduced in stages. Until now (as of 1 January 2024) only disabled people with the highest level of request for support, i.e. persons who were awarded between 87 and 100 points under the modified case law system, could apply for them. From 2025, further groups of people with disabilities will have access to the benefits:
- Since 2025: persons with a support level of 78 to 86 points.
- Since 2026: persons with a score of 70 to 77 points.
It is worth noting that persons who have at least 70 points will be able to get a support allowance from 2024, provided that they are entitled to care, peculiar care allowance or guardian allowance.
Who is entitled to support?
This benefit is intended for people with disabilities who are 18 years of age and have a decision setting the level of request for support from 70 to 100 points. The key condition for receiving the benefit is to get a decision from the Provincial Disability Board (WZON).
Importantly, the benefit is independent of the income of the disabled individual and his family. It besides does not substance whether that individual collects another benefits, specified as pensions or pensions.
Amount of support benefit – what amounts will be paid?
The amount of the support benefit shall be linked to the social benefit. As of 1 March 2024, the social pension amounts to PLN 1,780.96, which means that the amount of support will scope from PLN 712 to PLN 3,920 per month. This amount depends on the number of points to be awarded to the individual afraid on the basis of a decision taken by the GM.
- Persons with a consequence 95-100 points can number on a benefit of 220 % social pension (3,920 PLN).
- For persons with 90-94 points the benefit is 180 % of the pension.
- For persons with 85-89 points that amount represents 120 % of the pension.
- Persons with a consequence 80-84 points received 80 % of the pension.
- For persons with 75-79 points the amount of the benefit is 60 % of pension.
- Persons with the lowest level of support, i.e. 70-74 pointsThey can number on 40 % of the pension.
Procedure and conditions for receiving the benefit
Support benefits shall be granted and paid by the Social Insurance Institution (ZUS). Payment shall be made only in non-cash form to the bank account indicated in the application. The amount of the benefit will be valued annually with the value of the social pension.
In order to receive a benefit, a individual with disabilities must submit an application and the right to benefit shall apply from the period of submission of the application. The decision setting the level of support required shall be valid for a certain period of time and the payment of the benefit shall proceed until the end of the period in which the decision expires.
Who will benefit from the fresh regulations?
Amendments to the rules that will come into force from 2025 importantly extend the group of persons entitled to support provision. The fresh regulations aim to improve the quality of life of people with disabilities who require different levels of support. This will enable more people to benefit from additional financial resources, which will aid them to function better in everyday life.
