We're inactive unprepared for war. I don't get it

It's been 3 years since the war started, and we inactive haven't started building at least 1 artillery factory, which our yearly production will last 3 days.

We're unprepared for a possible war. We had a fewer years to do this, which unfortunately we wasted.

I don't understand. Is it truly hard for our politicians to foretell that war requires weapons and ammunition?

Let's hope this war ends soon, Ukraine will defend itself and no Polish politician will think of sending our soldiers there.
