The Ministry of Defence is working on a bill on full state readiness in case of war. Władysław Kosiniak-Kamysz announced the usage of legal experience from Ukraine, especially in crisis management and the transfer of allies' troops. For Poland this means trying to remove procedures that could slow down the defence of the country at the time of the attempt.
The state is besides to operate under conditions of war
The Ministry of Defence is preparing a bill aimed at the full readiness of the state in case of war. According to the WP News, the head of MON Władysław Kosiniak-Kamysz identified 2 circumstantial areas: crisis management and the spread of allied troops. At the same time, the hotel refers to legal solutions introduced in Ukraine.
It's more crucial than another arms buy conference. Tank, aircraft, and anti-aircraft systems are not adequate if decisions get stuck between the offices and the transport of allied troops will come to legal chaos. State defence requires efficient command, clear sharing of work and procedures prepared before the crisis.
Ukrainian experience as a origin of conclusions
A mention to government applied in Ukraine does not mean simple copying of abroad law. Poland has its own constitutional order, administration and alliance obligations. However, it can learn from the experience of a state that must keep the continuity of institutions under force from war. This is how realism works: another people's experience should be analysed and translated into Polish conditions.
The most crucial thing is what's in the project. The declaration of full readiness alone does not remove competency disputes or shorten procedures. The bill will make sense if it accurately indicates who decides how institutions interact and what happens in a situation of abrupt danger. You gotta wait for these details to be presented.
An allied army surge requires a smooth backdrop.
Kosiniak-Kamysz listed the spread of allies as 1 of the reasons for preparing fresh regulations. That's the core of a credible defence policy. The Alliance helps in reality only erstwhile troops can rapidly scope the site, and the Polish state can accept them and support them without improvisation.
The importance of allied cooperation can besides be seen in the declaration that Poland will assist Lithuania in the event of an attack. In turn, warnings against Russian sabotage and hybrid activities they show that state readiness does not begin only after the formal declaration of war. The crisis can emergence earlier and hit transport, communications or administration.
The bill will be a liability test
The task must be judged by content, not by name. Parliament should be given clear rules and a fair explanation to the public which powers are to be changed and what safeguards are provided for against abuse. National safety does not release power from work for the quality of the law.
The stakes for Poles are direct. The question is whether the state will defend the population in an hr of danger, keep continuity of action and usage allied assistance without waste of time. Poland needs a law written for trial. However, it must be Polish law, precise and subordinate to the defence of its own state.
