This is due to the fact that emerging threats and problems are most frequently the consequence of their own actions or omissions, and correcting the course and implementation of the corrective process requires first designation of their own mistakes, and specified reflection, especially from politicians, cannot be required due to the fact that they are overwhelmed by the fear that if they admit to mistakes, they will gotta pay for it, most frequently the failure of power. Therefore, they defend themselves against as much as they can and the origin of the crises as they see in the actions of enemy forces, or disloyal forces, in their view, partners.
It is no different in the European Union, where Eurocrats blame everything on any populists who are besides called fondly fascists before the elections, or, in the hard version, Nazis. Just like it happened in communism.
