The law is an instrument of human civilization, of which Confucius has already written that in a country where the law ceases to operate society falls into chaos and self-righteousness, which leads to barbarism.
Looking at the attitude of the authorities in Poland to the law, 1 can get the impression that creating chaos in society is simply a precedence of the government seeking destructive improvement in the country.

According to Hobbes, peace can only be achieved through the usage of "law" and contractually justified force of coercion, which will enable the enforcement of "law".

So the law is the product of human decisions.
In the past of civilization, we have had many examples where the right of fists prevailed over reason and to this day, there are countries that proceed to cultivate barbaric ways of resolving conflicts or creating conflicts for their armed intervention to accomplish a strictly defined goal.
According to people advising governments and politicians, specified a country that usurped the right to form reality around the planet is the US, which does not respect global arrangements in the UN and for which there is no UN Charter of Human Rights, which introduced egalitarianism between states.
