State Forests notify prosecutors about 2,000 billboards

State Forests reported to the Regional Public Prosecutor's Office in Warsaw about a suspected crime in the context of the programme of installation of 2000 billboards in forest areas. The head of the LP, Witold Koss, pointed out that the audit allowed a notification to the prosecutor to be made to circumstantial persons, including members of the Sovereign organization of Poland.

In the second half of 2022 the then manager of State Forests decided to implement a billboard program with a budget of PLN 65 million. The application to the prosecution by the current LP management is the consequence of an audit covering the years 2015-2023.

Part of the work was paid double

It is worth recalling that in the second half of 2022 the then manager of the State Forests initiated a programme for placing billboards. The full operation was coordinated by the Forest Culture Centre in Gołuchów (OKL), which entrusted the task of execution and installation of 2000 constructions to the company “Bieszczady” with the Lower Injection. Since the State Forests held a 100% stake in this company, it was not essential to tender on general terms, and the alleged "free-hand" contract was used, giving up the rule of competitive offers.

"However, 'Bieszczady', contrary to clear regulations, did not execute virtually any part of the contract's commissioned and paid subject matter; not only did they delegate the full task to 2 another entities not related to the State Forests, paying them for setting billboards, but the setting of steel structures itself commissioned 4 another companies. As a result, part of the work was paid twice. This is the subject of a separate notification’ – they give LP.

Finally, 300 billboards were put up in forests to advance "sustainable forest management, nature conservation and cultural heritage". State Forests study that deficiencies in documentation and structural imperfections prevent their legal and safe use. In addition, improper retention of the components produced leads to their permanent damage. In their application to the LP prosecutor's office, they indicate that, in addition to the infringement of public procurement rules, there has been a "significant increase in the cost of acquiring billboards, unjustified financing of the task from the Forest Fund, irrational management and possible usage of billboards for political purposes". The authoritative message stresses that the notification concerns persons from the management of the State Forests, the Forest Culture Centre and the department of the Directorate-General of State Forests overseeing the activities of the OCL, as well as members of the board of directors and supervisory board of the “Bieszczady” company.

"I want to point out very powerfully that it is not foresters who are liable for the compromising undertaking. The audit allowed to formulate a announcement to the D.A. towards circumstantial individuals, including members of the sovereign Poland party. The prosecution and the courts will find their responsibilities. The only way to cure the situation in the State Forests is through self-cleaning," said Witold Koss, manager General of State Forests.
