Historical calendar: the anniversary of the election of Minister Gabriel Czechowicz before the Court of State.
Today in our calendar we will look at the circumstances of this event.
In 1929, Treasury Minister Gabriel Czechowicz brought PLN 500 million out of the state budget, including PLN 8 million from the Bureau of the Council of Ministers fund. It turned out that he stole money under orders of dictator Józef Piłsudski for the BBWR election action.
For the Consultative Commission for the Defence of the Republic and Democracy, populist Jan Woźnicki He filed a motion on 12 February 1929 to press charges against Czechovich before the Court of State. The Sejm referred the proposal to the budgetary committee, which confirmed the allegations of the opposition and selected 3 parliamentary prosecutors from the anti-sanction parties by majority. This angered the relation between the Sanitational Government controlled by Piłsudski and the Sejm.
Czechowicz resigned before submitting the motion to the parliament. shortly Prime Minister Kazimierz Bartel announced the resignation of the government. This triggered a 5 - week government solstice. Finally, the dictator Piłsudski led to the establishment of a government with Major Kazimierz Świtalski, a supporter of a hard course towards opposition and parliament.
His government was called "the government of the colonels" due to the many participation of advanced officers (for 14 ministerialties they took over as many as 6) and the kind of government work characteristic of military services. However, the fresh government was incapable to halt the increasing political conflicts in the state; on the contrary, it inactive ignited them.
In March 1929, the Czechowicz case was considered. The rapporteur for the budget committee was Socialist Herman Lieberman. In the justification of the position of the majority of the commission, which had charged the erstwhile minister, he defended the rights of the Sejm and its independency over the executive authorities.
Among another things, he commanded: “This Seym is at all tiny and large chance confused, stripped of honor, honor and dignity.... Nothing left for this Sejm any more, as this is the only law, moral law and statutory law, the only legal and moral property of it, is the right of budget and control over the money that the population is making, and this only right we will not let go of and fight for."
The parliament's motion to put the Czechowicz Minister on trial accepted 239 votes to 126 by a majority. The Court of State has taken up work. He interviewed many personalities and well-known politicians. He besides testified to Piłsudski. He attacked first of all Members, i.e. "faidans", and the institution of the Sejm itself.
He spoke abusively and invectorly to him, calling him “an unworthy seym.” He took work for budget overruns, while the prosecution of Czechowicz called the “test of ritual murder”. The trial of the erstwhile treasure minister thus turned into a trial against the Mayan strategy and its creators. In his accusing speech Herman Lieberman repelled Piłsudski's anti-parliamentary and anti-democratic speeches and aspirations.
June 29, 1929 The Court of State decided to suspend the proceedings ‘until the Sejm of the Republic has issued a resolution containing the substantive assessment of loans challenged by the Sejm in formal terms’.
Czechowicz's case so ended only with the half success of the opposition and the frost of the conflict. However, it was of vital moral-political importance. She has proved to the Polish society that the governments of Piłsudski's cliques are not a "sanction" of the state, but simply the governments of the darkened, gangsters and thieves, with a "marszał" at the head.
