Jakub Wozinski: The Bajoran sum of ecologistism

The EU carbon trading strategy (EU ETS) is increasingly increasing into the name of the modern equivalent of Napoleonic Bajoran sums.

On May 10, 1808, under the arrangement contained in Bayonne, Napoleon Bonaparte transferred to the Duchy of Warsaw, which he had previously created, the claims submitted to the Prussian government. The naiveties of the native political elite were unmistakable to the Polish authorities: from a full of forty million francs they were to pay him half the amount, and the full pool could enforce later than the debtors.

The full operation may theoretically have presented itself as a generous gift from Napoleon of 20 million francs, but with his subsequent failures and actual debt defaults it became synonymous with a mirage of financial benefits which yet prove to be a large burden. Many of the then observers knew from the beginning that the French ruler was perfidiously utilizing Poles, but nevertheless the country dominated the belief that there was no alternate for Napoleon and that it was not right to argue him.

Is this happening again?

Two 100 years after these events, 1 can get the impression that the situation is repeating, of course in a somewhat different formula. present in Polish society, unfortunately, there is besides the opinion that for the presence in the European Union there is no reasonable alternative, which the EU elites usage for increasingly perfidious actions to harm Poland and its finances.

In the Napoleonic times before Poland, a false imagination of regaining independency and participating in the triumph over the invaders was spread. In the 21st century, our country is deluded by the imagination of co-creating a large and modern economical community capable of opposing the world's top powers. The way in which the EU's creditors want to accomplish this goal is, above all, being pushed at a murderous pace by green transformation. Although European companies and banks are becoming more and more distant from global competition and the Old Continent is no longer innovative, the Western European elites are absolutely convinced that their greenest green programs will climb to the very top of economical glory.

A peculiar subject of the EU elite's pride is the introduction of the world's first carbon trading strategy (i.e. the EU ETS – European Union emanation Trading System). It was created in 2005 and was initially granted free of charge to associate States until 2012. The full mechanics was presented as an chance for Poland to make multi-billion-dollar benefits, as licence auctions are organised by individual associate States and they are the ones that collect profits from sales.

Payment for business

However, the phase-out period of “heating frog” has shortly begun, consisting of a permanent simplification in the number of permits and a gradual increase in the share of toll licences. At first, this did not pose major problems, but in 2018 the emissions price increased almost fivefold, and in 2021 the EU ETS was already spoken of by all the media, as licence prices began to approach EUR 100 per tonne. Purely theoretically, specified a improvement may have seemed beneficial to Poland, as higher licence prices translated into higher revenues – between 2013 and 2021 the budget was thus affected by PLN 60 billion.

In practice, it turned out that in 2022 Poland had to pay at least PLN 33 billion for the import of emanation rights from another countries and would gotta do the same in subsequent years. If this were not enough, according to the latest proposal to finance the repayment of the EU Reconstruction Fund, the European Union would take 25 percent of the proceeds from the sale of allowances from Poland and another associate States.

The EU ETS strategy has been presented from the very beginning as an excellent mechanics for modernising the Polish economy and allowing it to enter a full fresh level. Today, there is no uncertainty that its operation is counterproductive: it weighs down the full manufacture and the economy, has pro-inflationary action and thus contributes to a simplification in the real rate of investment. In addition, according to the latest proposals accepted by the government of Mateusz Morawiecki, the carbon emissions licence strategy is besides to be extended to transport and construction, which could have disastrous consequences for our native economy and industries, which are our national specialty.

Deluded modernization vehicle

It is most frequently considered that it is virtually impossible to leave the EU ETS today, as this would actually affect leaving the European Union's structures themselves. And since Polish society does not want this, no of the leading political forces even consider implementing specified a script in fear of polling death. However, the cost of this political deadlock is higher than we think.

We request to realise that the EU’s “Napoleon” by speeding up the pace of green transition (among another things by announcing the package Fit for 55), actually took us to his large war, the consequence of which is alternatively easy to predict. The establishment of a zero-emission economical government is just as impractical as defeating an endless Russia in its territory, as fossil fuels are an essential condition for maintaining civilization at a advanced level of development. 1 of the main victims of the retreat of the large army will, unfortunately, turn out to be Poland, which has just entered a period in which it will require the top sacrifices.

Another analogy between the EU ETS and sometimes Napoleonic is that, 2 100 years ago, everything ended so that after the Vienna legislature the sums recorded in Bayonne yet fell to Prussia. There is now much evidence that the final beneficiary of the full strategy can become another mutation of Prussian expansionism, a European national state which the German elites of power have been so keen to create. It is crucial that this nonsubjective Berlin intends to accomplish with the aid of climate policy. Implementation of the Green Agenda serves as an perfect pretext for drawing common EU debt financed by fresh national taxes. In this way, without the request to conclude any authoritative treaty controlled by Germany, the central EU countries will own further areas of sovereignty.

If Poland does not want to repeat its tragedy 2 100 years ago, it must first of all be sobering up. The imagination of the European Union as a vehicle for modernisation and enrichment should be demitted as shortly as possible. The EU “Napoleon” is based primarily on naivety, which encourages him to step up and request more and more sacrifices from blindly believing Polish partners.
