Since January 2025, intensive checks have been launched throughout Poland on the compliance of heating sources in the Central Building emanation registry (CEEB). Owners of houses and utility buildings who have not reported their heating strategy are subject to serious financial penalties. The mandates may scope from PLN 500 to even PLN 5 thousand.

What is Central Building Emissions Records?

CEEB is simply a base created by the Polish government to fight smog and improve air quality. It collects data on all heat sources in residential and utility buildings. This includes:

  • coal furnaces,
  • fireplaces,
  • gas boilers,
  • heat pumps,
  • electric heating.

The notification work applies to both older installations and recently installed equipment. For fresh heat sources owners have 14 days for registration since they started.

High penalties for deficiency of notification

City guards, equipped with fresh permissions, conduct detailed property checks. Officers shall verify that the reported data in CEEB are in line with reality. Checks shall include:

  • type and class of heating device,
  • type of fuel used,
  • compliance with emanation standards.

For failure to registry or to supply false data, a mandate to PLN 500and in utmost cases administrative fine to PLN 5 000.

Why is registration at CEEB mandatory?

Reporting the heating origin is simply a key step in the fight against smog problem in Poland. Data Main Building Surveillance AuthorityIn 2022, obsolete heating systems in households were liable for about 40% of PM10 dust emissions. Thanks to the records, it is possible to better manage grants and support for property owners who want to exchange emanation devices for modern, ecological systems.

How to make a notification to CEEB?

Registration of heating equipment is free and it can be done in respective ways:

  1. Online – via the website of the Main Building Surveillance Authority (www.gunb.gov.pl).
  2. Written – sending the completed form to the municipal office.
  3. Personally – visiting the municipality or city office.

Even if the first deadline has been exceeded, it is worth completing the data as shortly as possible.

Benefits of registration

The application to CEEB enables the usage of support programs specified as:

  • Clean Air – subsidies for replacing old furnaces and boilers with modern heat sources,
  • Thermomodernisation relief – the anticipation of deducting the costs of upgrading the building from income tax,
  • other local support programmes.

In addition, registration helps reduce heating costs by modernising systems and selecting more efficient solutions.

What are the risks of misconduct?

According to the Act, the checks carried out by the municipal authorities and local officials include not only single-family houses, but besides utility buildings. The most common shortcomings are:

  • no heat origin notification,
  • false data,
  • the usage of outdated emanation heating equipment.

Since the beginning of the year in Poland has been carried out more than 12 000 controls, of which nearly 30% ended with financial penalties.

What are the plans for the future?

The government is announcing next steps in the fight against low emissions. In 2025 it is planned to introduce an automatic notification strategy for building owners who have failed to comply with the registration obligation. Higher penalties are besides planned for persons who do not comply with emanation standards.

In the last 3 years, the government has allocated more than PLN 10 billion for modernization programs, but inactive close 25% of households in Poland, it uses obsolete coal furnaces.

  • Date of registration of fresh equipment: 14 days after installation.
  • Mandates for deficiency of notification: from PLN 500 to PLN 5 thousand.
  • Number of checks carried out in 2025: Over 12,000.
  • Average cost of exchange of furnace in grants: PLN 8-10 thousand.
