The country's dominant Marxist ideology required constant class struggle, especially in the economy. This meant combating private property and free marketplace solutions. In addition, the aggressive intentions of the russian Union to spread the communist revolution required the expansion of dense industry, especially armaments. Hilary Minc, a de facto economical dictator, was liable for the politics of the People's Poland in these cases.

He was behind the introduction of a strategy centrally planned in the country, with strict adherence to the command and resolution procedure. At the turn of the 1940s and 1950s, a number of investments in dense manufacture were undertaken, within the so-called. 6-year plan (1950 – 1955). By the end of the 1940s, pre-war intelligence and landownery and mostly individual agriculture were effectively plundered. But that is not the end.

During the Plenum of the Central Committee of the Polish Workers' organization of 13-14 April 1947, Hilary Minc announced a alleged "trade battle". The password meant an increased fight against a private merchant initiative.
