In Poland, Clean Air plays a key function in combating smog and improving air quality by subsidising the exchange of old furnaces and heating equipment for modern, ecological systems. Many people choose to exchange boilers to improve their home's energy efficiency. In turn, the decision to buy a gas furnace is 1 of the most popular solutions in this area. In 2025, the rules for obtaining backing for gas boilers will change, but it will inactive be possible to get support. What are the conditions under which the programme has been amended and what steps should be taken to benefit from the aid?
Change in Clean Air – what is worth knowing?
It is worth noting that since November 2024 the adoption of fresh applications for backing under the Clean Air Programme has been suspended. This means that those who failed to apply for the grant in the last days of 2024 will not be able to apply for support for the acquisition of a gas boiler under the current rules. The strategy was besides intended to cover backing for gas furnaces, but these subsidies will be completely eliminated in 2025.
Funding for persons who have already bought a gas furnace
Despite the suspension of the program, there is good news for those who purchased the gas furnace in late 2024, but did not make the application. For specified people, a peculiar envelope is provided for them to benefit from next year. They will be able to apply for grants in 2025, within a transitional period. This solution is peculiarly crucial for those who have invested in fresh gas boilers, but by deciding to suspend the program they did not have time to submit their application.
Selection of applications for gas furnace backing in 2025
A fresh call for proposals under the Clean Air Programme is scheduled for spring 2025, with a possible start in March. It is worth remembering, however, that from 2025 the structure of grants and the rules for granting grants will change, and gas and oil boilers will no longer be supported. These changes aim to destruct irregularities and increase the efficiency of public funds.
Changes to Clean Air in 2025
Clean Air will undergo crucial changes in 2025. The following are the most crucial of them:
- Obligation to pay an advance to the beneficiary’s account – grants will be transferred straight to the applicant's account, not to the contractor's account.
- Grant limits per cost category – the introduction of grant limits was announced to prevent excessive expenditure, specified as buying a door for PLN 20-40 thousand. The programme is to be more precise and focused on the real needs of beneficiaries.
- Direction of grants to the poorest – the strategy will be more accessible to people with lower incomes and will require beneficiaries to show the ownership or co-ownership of the building for a certain period of time before submitting the application. The anticipation of rewriting the building "for a granddaughter" will disappear.
- No more windows in the building. – fresh rules require a circumstantial energy standard alternatively of allowing only 2 windows to be replaced.
- Increased control – a greater number of controls are aimed at reducing unauthorised activities of installation companies that may abuse the program.
Where to apply for funding?
Applications for backing under the Clean Air Programme will be submitted to provincial environmental and water management funds (WFOŚiGW), suitable for the investment site. Paper applications shall be sent to the competent WFOŚiGW in accordance with the territorial breakdown. It is crucial to send them to the appropriate fund due to the fact that applications to the incorrect WFOŚiGW or NFOŚiGW will not be considered.
Despite the suspension of the Clean Air programme at the end of 2024, people who have invested in gas boilers but have not been able to apply will be able to apply for subsidies in 2025. It is worth following the announcements on the call for proposals, which will start in the spring of 2025, and prepare for changes in the programme. Thanks to the fresh rules, the programme is to become more effective and targeted at people who truly request support in the exchange of heat sources.
