The bail strategy in Poland, which is due to start on 1 October 2025, already raises hot disputes. It's about billions of gold from outstanding bailwhich can scope either the strategy operator or the local authorities. Who should receive it? We're looking at the arguments behind each side and what this means to the residents.
What is the bail system?
From 2025 to each PET bottles and cans will be counted refund of 50 cents. The client will recover the money if he returns the package to the store. The problem is, not all packages will return to the system. By Ministry of Climate and Environment (MKiŚ), 23-50% will not be returned. That means that unclaimed bail can bring influence to the order PLN 1-3 billion a year.
Who should get the money?
The Climate hotel believes that the funds from unreimbursed bail should stay in the hands of the the deposit strategy operator. – This money is intended for the improvement of packaging reception infrastructure – explains the ministry. The strategy operator cannot make profits, so these funds will not become an additional income for companies.
However, Local governments They don't think so. Their representatives say that it is the municipalities that should receive this money. – Unreturned packages will be sent to regular municipal waste containers, which means additional costs for residents – the local authorities argue. The transfer of funds from outstanding bail could reduce these costs.
An expert in the Chancellery of the Sejm: who's right?
Messenger Anna Sobolak (KO) turned to Chancellery of Parliament the opinion on the allocation of funds from outstanding bail. Experts said This gross should reduce costs for producers under the extended maker work system. At the same time, it was pointed out that European Union government does not specifyhow these funds should be distributed. This means that the Polish government has freedom to grant them.
What about the bail system?
The revision of the provisions on packaging and waste from late November 2024 took into account the demands of both entrepreneurs and environmentalists. However, The issue of the allocation of funds from outstanding bail inactive raises controversy. Local governments do not intend to quit and announce further force on the government to change the current rules.
Meanwhile system operators prepare to implement a fresh packaging collection infrastructure. The transfer of funds to local authorities could, in their opinion, jeopardise the functioning of the full system. – We request that money to make the strategy work. – stressed representatives of operators.
